TRANSITION PAPER FOR OBAMA ADMINISTRATION FROM
THE U.S.-UKRAINE BUSINESS COUNCIL (USUBC)

As the governmental transition takes place in the United States over the next few weeks there is an opportunity to have an input into the development of U.S. policies towards Ukraine by the various agencies and officials of the new administration. The USUBC will be actively engaged with the Obama Administration in the crafting of their Ukraine agenda.   


USUBC is now starting to draft a Transition Paper that will be forwarded to the White House, Department of State, Department of Commerce, Department of Energy, USTR, OPIC, U.S. ExIm, U.S. Embassy and other government officials later this month and will be entering into consultations with the new administration on the basis of that document.

The USUBC Transition Paper will deal mainly with the business and economic issues in Ukraine that are of concern to our members but will also include other issues, such as governmental, legal, and political, that have a direct influence on our members and their business operations.  To develop such a paper USUBC has to have the direct input of the membership on these matters.  The paper has to be based on the real, legitimate and credible information provided by the membership based on your practical, on-the-ground experience in Ukraine.

It is very important that members prepare and send us information for the development of such a document.  There could be several attachments to the basic document that would provide greater detail on specific issues.  Send us detailed information on any issues you consider should be included in a larger attachment. 

FORWARD RECOMMENDATIONS BY FRIDAY, JANUARY 16TH, 2009

Please forward your recommendations to Morgan Williams, at mwilliams@usubc.org, by COB on Friday, January 16th, 2009.  A small USUBC Transitions Paper Working Group will be appointed that will prepare a draft document for review by the USUBC Executive Committee. The final document will not be distributed until approved by the USUBC Executive Committee.
