In order to avoid unauthorised access to the relevant state registers and protect the citizens' rights to property in view of the current situation in eastern Ukraine, the Ministry of Justice of Ukraine has recently adopted a resolution* restricting access to the State Registers of (i) rights to real estate and (ii) encumbrances to movable property in certain territories of the Lugansk and Donetsk regions. 
The mentioned restriction shall be effective until completion of the anti-terrorist operation in eastern Ukraine and covers the following territories: 
 - The territory of the Lugansk region, except for Kreminsky, Svativsky, Troitsky, Bilokurakinsky, Starobilsky, Bilovodsky, Novopskovsky, Markivsky and Milovsky districts; and
 - The city of Slovyansk and Slovyansk district of the Donetsk region. 
The state registration of rights/encumbrances to real estate located in the affected territories shall be conducted by the state registrars and notaries of the non-affected districts of the Lugansk and Donetsk regions.
