The Government is implementing pilot projects on the introduction of energy efficient light-emitting diode (LED) illumination in the host cities of Euro-2012 (Kuiv, Kharkiv, Lviv and Donetsk), according to Prime Minister Mykola Azarov. He was visiting an exhibition-presentation organized by the State Agency for Science, Innovation and Information on the domestic manufacturer of energy efficient LED lighting techniques in Kyiv. The Prime Minister has set a target of creating a Ukrainian LED manufacturing industry within 2-3 years.

City of Dzhankoi to Implement New Scheme for District Heating:

Under the project USAID “Municipal Heating Reform in Ukraine” the City Council of Dzhankoi has approved a new scheme for district heating of the city. This document and other required permits will be sent to Kyiv for the approval of experts. The positive response of experts will allow the submission of the documents to the Ministry of Regional Development, Construction and Utilities of Ukraine for final approval. The mentioned steps will enable the start of the implementation of a decentralized heating scheme that includes a refusal from the central heating system by 990 consumers that are currently willing to disconnect from the heating system, all objects of budget sector and of the second group. Issues regarding people who do not wish to disconnect from the district heating system will be handled personally with the owners of apartments.

Ukrainians Consume Four Times as Much Energy as Do Other Europeans:

The main consumer of energy resources in Ukraine is not industry, but households. According to Serhiy Diachenko, energy programs coordinator at the Razumkov Center, "Ukrainian houses consume energy resources four fold up against Europeans. We are at the level of their energy consumption in the 1970s." Such a high level of energy resources consumption is explained by several factors: the age of Ukrainian houses (they were constructed from materials that cannot preserve heat for a long time), absence of energy consumption culture with Ukrainians, as well as cost of energy resources, which is considerably higher in Europe against Ukraine. A European resident pays $600/1,000 cubic meters of gas; this figure is considerably lower in Ukraine.

On August 22, Ukrainian President Viktor Yanukovych directed Prime Minister Azarov to submit the draft law on mandatory registration of produced, transported, distributed and actually consumed heat energy by October 1, 2011. As well as by November 1, 2011 ensure:
- amendments to the state target economic program of energy efficiency and the development of energy production from renewable energy sources and alternative fuels in 2010 - 2015 years and the Energy Strategy of Ukraine until 2030 to reduce the volume of natural gas and increase use of alternative fuels;
- improvement of the usage of state budget funds for implementing the State Target Economic Program on energy efficiency and the development of energy production from renewable energy sources and alternative fuels in 2010 - 2015 years, giving priority to projects aimed at reducing consumption of natural gas;
- approval of a plan to increase the share of domestic liquid and gaseous hydrocarbons in the energy budget of Ukraine for 2011 - 2012 years;
By December 31, 2011:
- develop additional measures to stimulate energy efficiency technologies and economic use of energy resources, production of alternative fuels, particularly with the support of international technical assistance, encouraging investment and credit resources of foreign investors;

New Video on Cleantech Investments in Ukraine and Russia:

The Nordic Environment Finance Corporation has released a new video on its cleantech investments in Ukraine and Russia. Cleantech is a generic name for companies that use the best available technology to manufacture goods or provide services that cause minimal damage to the environment. In real terms these companies either help to reduce emissions of substances harmful to the environment or decrease energy consumption. The sector includes companies specializing in energy efficiency, recycling, renewable energy, clean production processing, waste management, sewage treatment, or the filtering of airborne emissions. The video shows how NEFCO is promoting such investments. The cleantech sector in Eastern Europe is expected to grow at an annual rate of over six per cent, with aggregate sales amounting to around EUR 12 billion.

Ireland to Support the Production of Solid Biofuel in Ukraine:

Currently Ukraine is one of the largest manufacturers of solid biofuels. Now Ireland is about to join Ukraine’s solid biofuels market. To date, the major importers of solid biofuels produced in Ukraine are Germany, Austria, Belgium, Finland and Sweden. The Irish company Doneral FRS Group is ready to invest 130 million Euros for the construction of biofuel plant in Krasiliv district, Khmelnytsk region; the project is already approved by the Khmelnytsky Regional Administration. Krasiliv 'green' power plant will process about 300 thousands of tons of biofuel annually, reducing harmful emissions of carbon dioxide in the atmosphere and will bring on a positive effect on the ecological situation in the Khmelnitsk region.

“Green” Boom - Ukrainian Alternative Fuel Market to Grow Fourfold:

The domestic market of alternative fuels will grow much more rapidly than previously expected due to the rapid rise of the Russian natural gas price. According to the president of the Association of Alternative Fuels and Energy Market Participants of Ukraine Vitalii Davii, the production of “green” electricity increased by 15.7 percent in the first six months of 2011 compared to the corresponding period of 2010 and reached 274.343 million kilowatt-hours. Out of this, small hydro power plants generated 191.961 million kilowatt-hours of electricity, wind power units produced 29.839 million kilowatt-hours, bioenergy plants generated 3.484 million kilowatt-hours, while solar energy plants’ output was 3.335 million kilowatt-hours. Davii predicts that growth rate of alternative power production will be 16-18 percent in the second half of the year due to the fast speed of constructing and launching of new facilities in Ukraine.

Eleven Ukrainians Toured Europe on Bicycles Searching for Alternative Sources of Energy:

The 5th European Partnership Bicycle Tour, in which 11 of the 26 participants were Ukrainians, has finished in Brussels. During the two-week, 1,000-kilometers tour, the travelers were to borrow the experience of producing energy from alternative sources in Germany, the Netherlands, and Belgium. In Germany, wind and the sun account for the largest share of the energy produced from alternative sources. There the team could see new modern-day wind power plants on every 5th or 6th kilometer of the road. Today, Germany has 21,600 wind turbines with an overall capacity of 27,200 MW. By contrast, the power of all Ukrainian wind plants is less than 50 MW. Also popular in Germany are solar farms equipped with photovoltaic systems which convert solar radiation into direct current electricity. This Ukrainian-German project was under the patronage of Viola von Cramon, the Bundestag spokesperson for external relations. She said of Ukraine: “Instead of building coal procession plants, one can build wind turbines, solar batteries, and bio thermal installations."

Experts say development of onshore wind, photovoltaics, grid operations and coal and gas power generation in Ukraine, Poland, Romania, and Turkey offer potentially good returns. Investors are looking to Ukraine, in part, because of a program of state support for the development of renewable energy sources and small hydro power plants. Ukraine plans to generate 30 percent of its energy from renewable sources by 2015, triple the level in 2010. Ukraine has attracted foreign companies such as Austrian firm Activ Solar, which is involved in building the Okhotnykovo, one of Europe's biggest solar power plant projects, with a maximum generation capacity of 80 megawatts. According to Activ Solar CEO Kaveh Ertefai, "A project of this magnitude (...) should confirm Ukraine's position as an upcoming renewable energy provider."

Ukrainian President Viktor Yanukovych says the state will make the restoration and development of the coal industry one of its priorities. He said that coal production in the country should be boosted by at least 10% every year. The president also said the modernization of the coal industry and advanced technologies will let Ukraine use the additional energy resource – coalbed methane – as efficiently as possible. In addition, two new large facilities would be commissioned at the LvivVuhillia coal mining enterprise on the occasion of Coal Miners' Day. "We're working for the long-term future, and we're sure the coal industry remains a strategically important one for our country," he said.

Ukraine has reached an agreement with China to launch a joint pilot project to upgrade Melnykov coalmine in Luhansk region. According to Ukrainian President Viktor Yanukovych, Ukraine plans to raise $1 billion of Chinese investment for its coal industry, the president's press service reported. Yanukovych added that Ukraine is currently searching for investments that will be used to create safe conditions of work in its mines and to ensure there is a gradual transition to the safety standards used by leading European coal enterprises.

Citing available estimates, Ukrainian President Viktor Yanukovych recently observed, "Reserves of [methane] gas at coal-bearing layers of Ukraine are estimated at approximately 12 trillion cubic meters, and this is 4-8% of the world's available resources of this energy carrier. Development of its production means raising miner labor safety standards, hundreds of new working places at coal regions, mastering of modern technologies and, what is very important, strengthening the country's energy security." Ukraine has almost fulfilled its obligations to get rid of its stockpiles of highly enriched uranium, according to Prime Minister Mykola Azarov. In April 2010, at the nuclear security summit in Washington D.C., Ukrainian President Viktor Yanukovych stated Ukraine was ready to get rid of its stockpiles of highly enriched uranium. The U.S. government confirmed its obligations to render technical and financial assistance to Ukraine. In December 2010, Ukraine started to remove stockpiles of highly enriched uranium to Russia, and it plans to finish disposing of it by 2012. The total volume of exported nuclear material was 106 kilograms.

According to Gennady Sazonov, project and investment director of the production company Atomproektinzhynirynh, the “Ukrainian NPP Safety Upgrade Package Program” currently under consideration for financing by the EBRD, will enable the lifespan expansion of old Soviet-time nuclear reactors. Previously, the connection between the EBRD Program and nuclear lifespan expansion had been minimized or even denied by both project sponsor NEC Energoatom and the EBRD. In official correspondence to the National Ecological Center of Ukraine (http://www.necu.org.ua/wp-content/uploads/0110-denysenko.pdf), the EBRD declared that they would not support any measures for reactor life time extension. In 2010, The Ukrainian government prolonged the lifetime of Rivne Unit 1 for another 20 years (after 30 years of operation) and this year Rivne Unit 2 is planned to be extended as well.

Commission Says Nuclear Fuel Plant Should Be Located in Kirovohrad Region:

The commission for selecting a site for the location of a nuclear fuel fabrication plant for VVER-1000 reactors has recommended that the facility be located near Smoline (Kirovohrad region). The decision was made after studying three sites: near Zhovti Vody (Dnipropetrovsk region), Slavutych (Kyiv region) and Smoline (Kirovohrad region). Russian nuclear fuel maker TVEL and Ukraine's Nuclear Fuel state concern had signed an agreement on this plant's construction at the end of last year. It is to have output capacity of 400 tons of uranium per year. TVEL subsidiaries OJSC Novosibirsk Chemical Concentrates Plant and OJSC Mashinostroitelny Zavod will also be involved in the project. The terms of the signed agreement say that Ukraine is to gain a controlling stake in the future plant and obtain fuel-making technology before 2020.

According to Ukrainian Energy and Coal Industry Minister Yuriy Boiko, over the next five years, Ukraine will increase its own production of natural gas from 20 billion cubic meters annually to 27 billion cubic meters in five years and purchase about 12 billion cubic meters of gas from Russia. Ukraine is planning to expand its gas production at the Black Sea shelf, develop shale gas production with the help of foreign partners, and increase the use of energy-saving and renewable energy technologies. However, in 2010, Ukraine reduced the production of natural and associated gas by 4%, to 20.5 billion cubic meters. Domestic gas consumption in the country grew by 11.2% last year, to 57.7 billion cubic meters. The country increased natural gas imports by 35.7%, to 36.5 billion cubic meters, or 17.7% to $9.39 billion in terms of price.

Ukrainian Prime Minister Mykola Azarov says the Russian authorities' position on the gas issues is forcing Ukraine to think about seeking a court ruling to terminate their gas supply contract. Azarov said that he has already told Putin during gas talks: "You are driving us into a corner, from which we have only one exit: contract termination." However, it is difficult for Ukraine to prove to its Russian partners that the gas price for Ukraine is inflated in comparison with other European consumers. The Ukrainian government has already consulted with national and international experts over the prospects for litigation with Moscow and is ready to institute proceedings.

** UKRAINIAN-AMERICAN ENVIRONMENTAL ASSOCIATION
The Ukrainian-American Environmental Association is a private, non-governmental, non-profit organization founded in 2004 and chartered in both the United States and Ukraine. It is a network of 900+ Ukrainian and American NGOs, academic researchers, businesses, government officials, and individual citizens founded to facilitate the exchange of information on a broad array of environmental issues including, but not limited to, energy efficiency, renewable energy, fossil fuels, nuclear power, and climate change.
