Green Campus Partnership to Advance Energy Efficiency on U.S., Ukraine Universities:

Vitaliy Soloviy, who lives in Lviv, is a student at the Ukrainian National Forestry University and a member of the 18-month-old Ukraine Energy Efficient Campus Program (EECP), which trains students to lead energy-saving projects at their universities. The EECP effort is part of a new partnership between the Alliance to Save Energy’s California-based and Ukraine-based campus programs. With their shared commitment to energy efficiency, EECP students are now collaborating over the Internet on projects to save energy on both of their campuses. To foster information sharing, earlier this year EECP paired its three Ukrainian campuses with three Green Campuses in California: UC Berkeley with the Ukrainian National Forestry University; UCLA with Khmelnitskiy National University; and Cal Poly San Luis Obispo with Poltava University. The sister campus component of the EECP/Green Campus Program will cultivate cultural understanding and more effective projects on campuses in the United States and Ukraine.

Ukreximbank Takes the Next Step Focused on Support of Energy Efficiency in Ukraine:

Prepared jointly with the World Bank, the Energy Efficiency Project is intended to finance activity related to improving the efficient energy consumption by the Ukrainian enterprises and decreasing the share of traditional energy sources in the structure of real sector expenditures. The Project will be financed by a 30-year loan of $200 million from the International Bank for Reconstruction and Development. In accordance with expert appraisal of investments already made in energy efficiency in Ukraine, the Project implementation may provide reductions of energy carriers’ consumption of over 6 kWh per year from each dollar of investments. Experts of the World Bank estimate that the reduction of hazardous greenhouse gases emissions may amount to 1 million tons in carbon dioxide equivalent.

Ukraine's Group DF to Increase Energy Efficiency of Plants:

Businessman Dmitry Firtash is seeking to increase energy efficiency at his Group DF's chemical plants in the Ukraine. Firtash wants to cut consumption of natural gas and electricity at nitrogen plants he controls. The Rivneazot plant has already cut the amount of gas needed for production of ammonia, he said today. Stirol aims to cut gas consumption by 30 to 40 cubic meters of gas per ton of ammonia. The Group will complete installation of a steam generator at Rivneazot which will allow the plant to reduce electricity use by 50 percent.

Energy Efficient Retrofit of Ivano-Frankivsk Condominium Underway:

The implementation of a pilot project has begun in Ivano-Frankivsk to retrofit a condominium residential building (24 Naberezhna St.). Thirty percent of the project cost has already been allocated in the state budget, another 30% is being funded by the city, 10% by residents on a three-year installment plan, 15% by the ESCO-Center company through a loan from the Dutch International Guarantees for Housing Foundation, and 10% by the MHR Project. The pilot project was developed with consulting support of GIZ and provides for heat insulation of the building envelope (walls, attic floor, new windows) as well as refurbishment of the heating system, water facilities and sewerage.

DTEK Energy Efficiency Program and USAID Project on Municipal Heating Reform Started in Dnepropetrovsk:

DTEK, the City Council of Dnepropetrovsk and the USAID Municipal Heating Reform Project have signed a Memorandum on Cooperation to improve the heating system and energy efficiency of the city of Dnepropetrovsk. The program will include staff training, creation of a Municipal Energy Plan, energy audits of standard buildings and heating systems, research and implementation of standard projects for installation of heat metering and control systems, demonstrational joint implementation projects for energy efficiency, assistance in creation of apartment blocks joint owners associations as well as publicity campaign on energy efficiency. DTEK will provide financial support to the action plan suggested by USAID. Similar projects have also been launched in Pavlograd and Kurakhovo.

Municipal Heating Reform Project Begun in Kyiv by DTEK Energy Efficiency Program and USAID:

The Kyiv City State Administration, USAID Municipal Heating Reform Project and DTEK have signed a Memorandum on Cooperation to improve the heating system and energy efficiency in the city of Kyiv. The project will bring the most advanced European and American energy audit and energy management methods and will assist the city in developing a Municipal Energy Plan. It will also be used as the basis for attracting private investors and international financial institutions. In addition, cooperation between USAID and the municipal authority with USAID will include staff training, energy audits of standard buildings and heating systems, research and implementation of standard projects on installation of heat metering and control systems, demonstrational joint implementation projects on energy efficiency, assistance in creation of apartment blocks joint owners associations as well as publicity campaign on energy efficiency. DTEK will provide financial support to the action plan suggested by USAID.

Fiscal Incentives Available in Ukraine for Energy Efficiency and Alternative Energy:

Sustainable energy use has a significant place in Ukraine's energy policy. The Energy Strategy to 2030 and the Economic Reform Program for 2010 to 2014 both identify switching to alternative energy sources and achieving greater energy efficiency as key priorities. The recently adopted Tax Code provides significant incentives for companies and transactions in these areas. The code provides that 80% of an eligible company's profit from sales of its own goods within the Ukrainian customs territory is exempt from charged at 23% corporate profit tax, provided that the goods are on a list approved by the government. The code also exempts 50% of all profits derived from the implementation of measures and projects relating to energy efficiency. These incentives are effective for five years from the first year in which a profit is made from the manufacturing processes related to energy efficiency. In addition, a general tax exemption to January 1 2020 will apply to biofuel producers' profits from sales of such fuel and profits from the generation of electrical and heat energy with the help of biofuels. Energy companies are exempt from corporate profit tax on the sale of electricity from renewable energy sources for 10 years from January 1 2011. Generators of electricity from renewable sources enjoy a 75% discount on land tax. In addition, imports of a variety of energy efficiency and renewable goods are generally exempt from charged at 20% Value Added Tax.

Ukraine Launches Equipment Tax Waivers for Biofuels:

Ukraine's government has introduced tax exemptions for the import of equipment used for construction or renovation of biofuel production facilities; equipment used for production or modernization of technical equipment and vehicles facilitating the use of biofuels; and biofuel-fed technical equipment and vehicles (including agricultural automotive machinery). The tax exemptions include import duty as well as value added tax (VAT).

State Guarantee for Alternative Energy Green Tariff:

On June 3, Ukraine's Rada approved changes to the Law on Electrical Energy that relate to state guarantees to incentivize the use of alternative energy sources. The legislative changes await presidential approval. In 2009 Ukraine introduced a 'green tariff' for electricity produced from alternative energy sources. The tariff is effective until 2030 and is one of the highest in Europe. It not only sets a high rate, but also imposes a statutory obligation on the wholesale electricity market to buy all alternatively sourced electricity that is not sold to retail customers. One of the government's priorities in the sector is to reform the Ukrainian electricity market to exclude the wholesale market from electricity transactions between generators and distributors, thereby enabling parties to enter into power supply transactions directly. However, the end result of the electricity reform - the liquidation of the wholesale market - may be unattractive to companies that are willing to operate under the green tariff, as at present the wholesale market provides the only mechanism for the state to purchase alternative energy on this green tariff basis. In order to preserve the implementation of the tariff, the law declares that the state's obligation to purchase alternative energy at green tariff rates will survive the reform. However, if the wholesale energy market is liquidated, it is unclear how the green tariff will be implemented.

Hydrofracking for Ukraine's Shale Gas Stirs Environmental Worries:

Ukraine, according to different estimates, has two to 30 trillion cubic meters of shale gas. The latter amount would be enough to satisfy the demand for gas in Ukraine for 600 years. Accordingly, international oil and gas majors Chevron, Shell, Exxon Mobil and TNK-BP have shown interest in exploring shale gas in western Ukraine and coal bed methane in Donetsk Oblast using hydraulic fracturing – or hydrofracking technology. However, the technology raises serious environmental concerns, including pollution of water sources, such as rivers and underground aquifers. Fractures made by the blasting of the mixture can connect to natural fractures that can go up to the surface or into the groundwater, potentially contaminating water or air with gas, which can escape via these routes. Another possible reason for contamination is that the pressure of injecting the mixture can be so high that the cement casing breaks, allowing the gas to escape through cracks. The waste water, which could contain chemicals, is a further problem. It is stored in a pit until it is moved to a sewage water treatment facility, but if it stays outside for a long time, it can evaporate or leak into the environment if heavy rain floods the pit. Furthermore, most of the chemical mixture remains underground, posing unknown risks to the environment and people’s health. To date, the Ukrainian government has made little effort to establish strict regulations for hydrofracking in order to protect the Ukrainian environment and people from possible negative consequences.

Ukraine's potentially vast supplies of unconventional natural gas could close the strategically located country's energy supply gap by 2020, though this will only be achieved if authorities speed up and rationalize the regulatory process to allow development and production work to begin. "It is possible to close the gap between production today and supply in the future by 2020, 2023. But we need to follow through on going in and drilling the wells, going into production," said Didier Casimiro, the chief executive of TNK-BP Ltd.'s Ukraine division. TNK-BP has said it is targeting licenses in the country and that it may spend $50 million on exploration in Ukraine over the next few years. However, Casimiro said that the company was still waiting for issues around the licensing process to be resolved.

TNK-BP to Invest $1.8 Billion in Ukraine Shale Gas:

BP PLC's Russian joint venture TNK-BP Ltd. plans to invest $1.8 billion in unconventional gas projects in Ukraine over the next six to seven years. Investing $1.8 billion into six Ukrainian shale deposits until 2017 or 2018 will allow TNK-BP to produce up to 3 billion cubic meters of gas a year, with initial production lower than that. Ukraine's eastern Donetsk region may hold considerable shale deposits, an unconventional source of natural gas produced by a method known as hydraulic fracturing. TNK-BP, a joint venture between U.K. oil major BP and a group of Soviet-born billionaire investors, is targeting six licenses containing unconventional tight gas in Ukraine.

Ukraine and NATO will soon begin a joint ecological project to clean up the territory of Ukraine from military radioactive sources leftover from the Soviet era, the Ukrainian Foreign Ministry said. The ministry did not specify the area to be cleaned up. The issue was discussed in Brussels during a Ukraine-NATO commission's meeting at the level of ambassadors. "The members of the meeting noted Ukraine's initiative to launch a joint NATO-Ukraine project on the removal of radioactive sources from military origin left since the Soviet times and their safe storage in specialized places," the ministry said adding that an agreement on the preparation of special measures for cleaning up the territory from the radioactive sources had been reached.

Azovstal Continues Environmental Investments to Reduce Emissions:

Azovstal Iron & Steel Works of Metinvest Group has invested over 17.8 million UAH in environmental projects during the first five months of 2011. The integrated program of modernization and revamping of Metinvest Group's plants covers the whole range of the metallurgical facility's environmental impacts including air emissions, water pollution and industrial waste generation. The environmental emissions are usually equal to 22% of the total amount of production modernization investments. Over the period 2006-2010 Azovstal's expenses for implementation of the actions intended for reduction of the environmental impact of metallurgical facilities were equal to about 280 million UAH. In 2011 118 million UAH are expected to be spent for environmental actions by Azovstal.

China’s President, Hu Jintao, signed important political and trade documents during his June 18–20 visit to Ukraine. The documents included a memorandum between the two countries’ energy ministries which provides for joint oil and gas projects, information exchange on strategic energy facilities and cooperation in nuclear energy. Ukrainian President Viktor Yanukovych offered Ukrainian participation in the construction of nuclear plants in China and in joint nuclear projects in third countries. He also offered Ukrainian pipes and compressors for the gas pipeline project which China and Russia are about to conclude. The Ukrainian Coal and Energy Ministry said that it agreed with the Chinese company Sinohydro to jointly build hydropower stations in Ukraine.

Electric Power Production in Ukraine Rose 3.6% during First Half of 2011:

Electric power output in Ukraine's unified energy system increased 3.6% (by 3.336 billion kilowatt-hours) year-on-year in the first half of 2011, to 96.648 billion kilowatt hours. Nuclear power plants generated electrical output 0.8% to 43.956 billion kilowatt hours, the ministry's thermal energy and thermal electric plants 12% to 41.829 billion kilowatt hours, and communal combined heat and power plants and block stations 5.9% to 4.289 billion kilowatt hours. However, hydropower plants saw output contract 21.3% to 6.541 billion kilowatt hours.

Citigroup Says Ukraine Ratings to Improve If Utility Bills Rise:

Ukraine's credit ratings may be raised if the government increases utility prices to meet the International Monetary Fund's demands, Citigroup Inc. said in an e-mailed report to clients. Increasing utility bills, including natural-gas prices for consumers, is the only obstacle delaying the third payment of the country’s $15.6 billion bailout from the Washington-based IMF. The IMF has withheld payments to Ukraine since March because of delays in approving steps to rein in the budget deficit, which swelled to 7.9 percent of gross domestic product last year. “A hike in gas tariffs could unlock IMF financing and trigger a rating upgrade,” the report said.

Kyiv City Administration has announced a tender to select investors to build a waste recycling plant worth EUR 2-3 million. Deputy Head of the Administration, Ruslan Kramarenko says "Around one million tons of household waste has accumulated in the city, so we won't restrict ourselves to the construction of only one waste recycling plant." The capacity of the new plant will be 240,000 tons of household waste per year.

Ukraine Preparing Energy Efficiency Projects with Proceeds of Carbon Sale to Spain:

The head of the State Agency of Ecological Investments, Sergey Orlenko, reports that money obtained from the sale of the state carbon quota, in part to the Spanish government, will be used for implementation of four energy saving projects. Among projects currently being discussed are the construction of complexes on solid domestic wastes treatment and utilization of dump methane in Crimea, boiler houses for municipal buildings heating in Sumy, wind station in Dnepropetrovsk and biogas plant in Vorzel. Electric power production from biomass and wind energy is being planned with goal of selling it to GP "Energorynok" according to the "green" tariff. In 2009, Spain bought 3 million units of the set amount at the price of 30 million Euro. Currently, the possibility of investments via a joint venture or under the conditions of compensation of the part of the project is being discussed with Spain.

Slag usage and switch from wet to dry process at Yugcement, Ukraine" with the monitoring report number "001", covering the period from January 1, 2009 to March 31, 2011. This monitoring report is now available on the UNFCCC JI website under <http://ji.unfccc.int/JI_Projects/DeterAndVerif/Verif/MonRep.html>. Paragraph 36 of the annex to decision 9/CMP.1 (JI guidelines) stipulates that, under the verification procedure under the JISC (Track 2 procedure), reports on reductions in emissions by sources or enhancements of removals by sinks due to JI projects shall be made publicly available.
