Kyiv May Cut Expenses by 30-35% for Electric Energy Used to Produce Drinking Water:

According to Oleksandr Popov, Head of the Kyiv City State Administration, Kyiv may cut expenses for electric energy used in the production of drinking water by 30-35%. At an earlier session of the Kyiv Council a program "Drinking Water" was adopted that will cost the city UAH 7.800 billion over 10 years. Popov said. "We are conducting negotiations with possible partners on credits. Primarily, these are international financial organizations." He added that the program's success would enable maintenance of current tariffs for utility services in Kyiv.

Ukraine and Russia Agree to Implement Joint Program on Energy Efficiency:

The Ukrainian Fuel and Energy Ministry and the Russian Energy Ministry have agreed to carry out and implement a joint program on energy efficiently, according to Ukrainian Energy Minister Yuriy Boiko. "In particular, we have agreed with the Energy Ministry of Russia to implement a single program [on energy efficiency] and already started drawing up its implementation." In particular, the program will apply to a joint venture that is being created between National JSC Naftogaz Ukrainy and Russia's OJSC Gazprom to produce coalmine methane from coal seams in Ukraine.

China to Build 10 Garbage-Recycling Plants in Ukraine:

Drohobych Mayor Oleksy Radzievsky is set to meet with representatives of a Shanghai-based Chinese company with extensive experience in building garbage-recycling plants. The government of China is ready to provide one billion dollars in investments for the project. Plants would be built in Ukraine’s ten cities having one million or more residents. While Drohobych has a population of only 100,000, the Chinese have shown special interest in this spa area capital. The plant would recycle garbage from the nearby spa towns of Truskavets, Boryslav, Shidnytsia. Drohobych will allocate a land site for the plant. The future plant could be co-owned by Ukraine and China, the mayor said.

Naftogaz Subsidiary Predicts Energy Savings from Gas Turbine Replacements:

Ukrtransgaz, a subsidiary of Naftogaz Ukrayiny, expects to cut consumption of technological gas by 13.5% or by 500 million cubic meters in 2010 by replacing gas-powered turbines with electric gas pumps. It would also save some UAH 150 million. The company's gas-powered turbines consumed to 3.2 billion cubic meters (bcm) of gas last year.

Significant Benefits Predicted for Switching to Energy-Efficient Lighting in Ukraine:

According to a detailed series of "Country Lighting Assessments - Efficient Lighting for Developing and Emerging Countries," produced with the support of the GEF and UNDP, Ukraine is implementing a project to promote a gradual phase-out of inefficient lighting products in residential and public buildings. The initiative includes pilot projects focusing on school buildings in seven pilot municipalities to remove barriers to efficient lighting and replicate best practice in major cities of the country. The anticipated benefits from switching to energy-efficient lighting include a yearly reduction of 5.7 Twh in electricity consumption for lighting - equal to avoiding two medium size coal-fired power plants. In addition, CO2 emissions would be reduced by 2 Mt per year, equal to taking 500,000 mid-size cars off the road. And, finally, $210 million could be saved annually.

Myrhorod Focuses on Swedish Experience in Use of Alternative Energy Sources:

Preparations for introducing Swedish technology for alternative energy sources into municipal utilities have started in Myrhorod, Poltava region. Boiler houses in Myrhorod will soon start running on straw and sawdust like modern boiler rooms in many Swedish cities which could reduce the cost for heating by half. Myrhorod experts could see in practice the work of energy-saving technologies (developed by Swedish scientists) within the project Energy Efficiency: Local Partnerships Initiatives, which is being implemented in Ukraine with the support of the international charity organization East Europe Foundation. They have visited the cities of Horeb, Lund, Skurup, Loderup, and consulted with scientists at Lund University. The Swedish technology will be introduced in the city within one to two years. The energy saving experience of other European countries, which can be widely used in municipal services, will also be studied.

Wind Power DTEK, which was created for development, construction and operation of wind farms in Ukraine, has undertaken investing UAH6.4 million into transport and social infrastructure of the Zaporozhye region in 2010-2015. During this period, DTEK plans to implement a pilot alternative energy project and build Botievo wind farm with an installed capacity of 200-MW in Priazovskiy district of this region. As a part of the agreement, during the next two months Wind Power Company will transfer UAH 400,000 to the local budget of the Botievo Village Council for the purchase of a school bus. The remaining amount will be transferred in equal parts after the completion of each of three construction stages and commissioning of the corresponding wind farm parts.

EVRA to Construct Wind Power Plants with a Capacity of 399 MW in Crimea:

According to company head Viacheslav Vdovin, EVRA Ltd. (Yevpatoria) is intending to construct two wind power plants with a total generating capacity of 399 MW in Crimea. In particular, EVRA plans to construct the 232 MW Kuturska wind plant in Saky district and the 167 MW Skvortsovska wind plant in Simferopol district. Vdovin said that the designing of stations is to be completed by the end of 2011, and their construction could start in 2012-2013.

Is Biogas Production Profitable in Ukraine?

The article “Is Biogas Production Profitable?” by Anna Kuznetsova, (researcher/consultant with the German-Ukrainian Policy Dialogue in Agriculture in the IER) was published in the agri-entrepreneurs newspaper “Agrobusiness S’ogodni” (№ 21-22 [197], November 2010). This article summarizes policy paper #AgPP26 written by Anna Kuznetsova and Kateryna Kutsenko “Biogas and 'Green Tariffs' in Ukraine – A Profitable Investment?” The main conclusion of the paper is that under the level of set “green tariff” and assuming that this tariff is actually paid by the Ukrainian government to biogas producers, biogas plants operating on pig and cattle manure, chicken dung and corn silage are profitable under current market conditions in case their capacity is 1 MWel and above. Ukraine Drafts Concept for Off-shore Field Development Through 2019:

The Ukrainian Fuel and Energy Ministry and Naftogaz Ukrayiny have drafted a concept for developing Ukrainian off-shore fields on the Black and Azov seas through 2019 and submitted it to the government. According to Fuel and Energy Minister Yuriy Boyko, developing these fields would allow Ukraine to satisfy 50 percent of its oil and gas needs. "The Prikerchenskiy section on the Black Sea is estimated to have 100 million tons of oil, 290 billion cubic meters of gas and 36 million tons of gas condensate. According to the Foreign Ministry two-thirds of the Palas structure is located on Ukrainian territory. IT has estimated recoverable reserves of 158 billion cubic meters of gas and 46.2 million tons of crude."

Orlen to Explore for Hydrocarbon Fuels in Ukraine:

Poland's largest refiner, Orlen, has signed a cooperation agreement with the Ukrainian government which will allow it to explore and produce hydrocarbons in Ukraine. Under the deal, Orlen will be able to develop hydrocarbon reserves already appraised by its Ukrainian partners and conduct exploratory work under its own licenses. The agreement covers both conventional deposits and shale gas. While Ukraine's shale gas potential remains largely unknown, the country has significant crude-oil and natural-gas deposits, contained within three petroleum basins, namely: the Dnieper-Donets Basin, the North Carpathian Basin and the Black and Azov Sea Basin. The latter is the least-well explored of the three basins.

Coal Production Up 15.4% in Past 11 Months:

The Ukrainian Coal Industry Ministry reports that Ukraine produced 68.474 million tons of coal in January-November 2010, which was 9.144 million tons (15.4%) more than expected and 2.519 million tons (3.8%) more than in the same period of 2009. The country produced 46.513 million tons of thermal coal in the first 11 months of 2010, which 4.185 million tons (9.9%) more than in the same period of 2009. Ukraine also extracted 21.961 million tons of coking coal, which was 7.397 million tons (50.8%) more than expected and 1.666 million tons (7.1%) more than in January-November 2009.

Shell Hopes to Restore Partnership with Naftogaz in Hydrocarbon Extraction in Ukraine:

Shell has confirmed its readiness to invest $100 million in hydrocarbon exploration and extraction in Ukraine under an agreement on cooperation signed with National JSC Naftogaz Ukrainy in December 2005 and hopes that partnership of the two companies will become closer. According to the agreement, Shell is to work on 10 fields with licenses belonging to Naftogaz Ukrainy. Patrick Van Daele, the general manager of Shell Ukraine Exploration and Production, said that Shell was the first large international oil and gas company to enter Ukraine, although the results of hydrocarbon exploration and extraction are less than expected. He said that Naftogaz needs partnership with large international oil and gas companies, as it allows it access to technologies, financial resources and western standards of doing business.

Scientists Say Prospects Uncertain for Methane Extraction in Ukraine:

Scientists caution that the exact size of deposits of methane that can be extracted from coal beds in Ukraine has not been determined, while extraction technologies have not been designed. Viacheslav Lukinov, Deputy Director of the Polyakov Institute for Geotechnical Mechanics of the National Academy of Science of Ukraine, said that the institute jointly with the state commission for deposits has drawn up rules for assessing deposits of coal bed methane, although it is unknown how exact they are.

New Chornobyl Sarcophagus to Be Built by 2015:

According to Ukrainian Emergencies Minister Viktor Baloha, a new confinement to encase reactor 4 at the Chornobyl Power Plant, the scene of the world's worst civilian nuclear accident, will be built by 2015. The $1.1 billion confinement shelter will be slid over the existing sarcophagus, which was built in haste after reactor 4 exploded on April 26, 1986, and is now crumbling. The G8 and the European Commission are responsible for raising funds for the project, Baloha added. Around 25,000 people were killed and over 200,000 relocated after the explosion in 1986 and there is still a permanent 30-kilometer exclusion zone around Chornobyl.

Chornobyl May Be Settled Again and Built Up:

According to Volodymyr Skubenko, chairman of the National Commission on Radiation Protection of Ukraine's Population to the Verkhovna Rada, Ukraine is planning to revise the level of contamination in the territories assigned to the Chornobyl zone, the site of the world's worst nuclear disaster, and thus reduce it. He claims the indicators of radiation levels in certain localities do not correspond to the level with which they were given Category 4. Therefore, on the order of President Viktor Yanukovych, a road map will be created for new measurements of radiation. "We are ... talking about changing the status of the territories, opportunities for development and rehabilitation of these territories. For 25 years we have worked only to eliminate the consequences. Now it is the time to build." The explosion at the Chornobyl Nuclear Power Plant in 1986 resulted in a highly radioactive fallout in the atmosphere over vast areas, mainly in the three then-Soviet republics of Ukraine, Belarus and Russia. A 19-mile exclusion zone was introduced.  In addition, about 5 million hectares of land were withdrawn from agricultural use, and hundreds of small settlements were destroyed and buried.

Ukraine Plans to Attract More Tourists to the Chornobyl Nuclear Disaster Zone:

Ukraine intends to develop all types of tourism in the country, including extreme tourism, according to Anatoliy Pakhlya, head of the Ukrainian State Service for Tourism and Resorts. Accordingly, Ukraine plans to attract more tourists to Chornobyl, particularly during the holding of the European Football Championship in 2012. He notes that tours to Chornobyl also include one-day familiarization trips. With proper logistical organization, the Chornobyl zone, recognized as one of the most interesting tourist destinations in the world, could accommodate up to a million people a year.

Helen Clark, Administrator of the United Nations Development Program and Chair of the United Nations Development Group will visit Ukraine from December 11-15. She will meet with Ukraine’s government officials to discuss UNDP’s support to the country in overcoming economic, social and political challenges, and progress towards achieving the Millennium Development Goals by 2015. She will also visit the Chornobyl Nuclear Power Plant and discuss population protection from consequences of the Chornobyl disaster and an emergency risk reduction strategy. She and Ukrainian officials will consider joint initiatives, devoted to the 25th anniversary of the Chornobyl Nuclear Power Plant disaster, and visit of the UN Secretary – General to Ukraine on April 20-21, 2011. This is the first official visit of a UNDP Administrator to Ukraine.

Ukraine Approves Extension of Rivne Nuclear Power Plant Reactors' Operating Lives for 20 More Years:

The State Nuclear Regulation Committee of Ukraine, at an on-site meeting in Kuznetsovsk (Rivne region), has decided to prolong the operating lives of the first and the second power generating units of the Rivne Nuclear Power Plant for 20 years. "We are convinced that those power generating units can work for another 30 years at the minimum," Energoatom President Yuriy Nedashkovsky said. The term for exploitation of the first power generating unit of the Rivne NPP expires on December 22, 2010, of the second - in 2011. Four nuclear power plants are functioning in Ukraine with 15 power generating units with an installed capacity totaling 13888 MW.

By Year's End Ukraine Will Coordinate with Russia for Credit for Completion of Two Khmelnytsky Nuclear Reactors:

According to Fuel and Energy Minister Yuriy Boiko, by the end of the year, Ukraine and Russia will adjust the terms to finance construction of two nuclear reactors at the Ukrainian Khmelnytsky Nuclear Power Plant. In June, the two countries had signed an agreement under which Moscow will finance completion of construction of the two new nuclear power generating units and will extend a long-term credit to Kyiv at several billion dollars. Earlier, Russian Premier Vladimir Putin stated that Russia is ready to extend a credit of USD 5-6 billion to Ukraine to complete construction of the reactors. Construction of both reactors should start this year and be completed by the end of 2016.

Discovery of the Secrets That Enable Plants Near Chornobyl to Shrug Off Radiation:

Scientists are reporting discovery of the biological secrets that enable plants growing near the Chornobyl Nuclear Power Plant to adapt and flourish in highly radioactive soil - legacy of the 1986 nuclear disaster in the Ukraine. Martin Hajduch and colleagues note that plants have an unexpected ability to adapt to an environment contaminated with radiation following the April 26, 1986 accident at Chornobyl. Their previous research, for example, showed that soybean plants in the area have adapted to the contaminated soil with certain changes in their proteome. A proteome is the full complement of proteins produced by the genes in a plant or animal. But the broader range of biochemical changes in plants that allow them to thrive in this harsh environment remained unclear. Their study, which helps solve a long-standing mystery, appears in ACS' semi-monthly journal "Environmental Science & Technology."

Extending the Life of Units 1 & 2 of the Rivne Nuclear Power Plant Has Cost Ukraine UAH 3 Billion:

According to Ukrainian Fuel and Energy Minister Yuriy Boiko, the program to extend operation of the first and second reactors at the Rivne Nuclear Power Plant, west of Ukraine, which have been implemented over the last 3 years, cost Ukraine UAH 3 billion. "We have substantially increased the technological level of the power units and the security level, and reached the standard requirements of the IAEA," he noted.

What Should We Do with Decaying Nuclear Power Plants?

The service life of units 1 and 2 at the Rivne Nuclear Power Plant (put into operation in 1980 and 1981) are to expire this year and in 2011, respectively. A decision to extend their service life will result in a situation when Ukraine will have to use obsolete and worn-out reactors. The government of Ukraine is planning to use units designed for a 30-year period for another 15 to 30 years, and is allotting for this purpose considerable funds that might be used more efficiently in other energy sectors. This practice may pose a threat to people, the environment, and Ukraine’s energy security. It is difficult to spot the first signs of a reactor’s ageing, as they start out at a microscopic level, and only become obvious after an accident has occurred. The inspectors who are examining the Rivne units can only give a rough assessment of the equipment’s condition. However, the probability of an accident is directly linked to the age of the power plant. Experts say that extending the life of old reactors is economically unsound, too, because Ukraine is unable even now to consume all the energy it produces.

Ukraine Intends to Produce Nuclear Fuel in Dnipropetrovsk Region:

According to Fuel and Energy Minister Yuriy Boyko, Ukraine intends to build a plant producing nuclear fuel in the city of Zhovti Vody, Dnipropetrovsk region. Ukraine is also planning to buy some shares of one of the uranium enrichment plants in Russia. The ultimate goal is to create a coordinated system of nuclear fuel for nuclear power plants. Russian nuclear fuel producer TVEL is negotiating with banks to ensure financing of the construction of a plant producing nuclear fuel in Ukraine.

President Yanukovych Signs Law Ratifying Ukraine-EBRD Agreement on Chornobyl Shelter Fund:

Ukrainian President Viktor Yanukovych has signed a Ukrainian law on the ratification of an agreement (in the form of an exchange of letters) between Ukraine and the European Bank for Reconstruction and Development amending a framework agreement between Ukraine and the EBRD concerning the activities of the Chornobyl Shelter Fund in Ukraine. The agreement will come into force for Ukraine after it completes the necessary domestic procedures.

Ukrainian President Viktor Yanukovych has ordered cuts in the number of government ministries from 20 to 16 and the number of cabinet members from 26 to 17 to reduce red tape and expenses. The Ukrainian government is one of the largest in Europe and has been criticized even by its own members for duplication of functions and a lack of responsibility. Yanukovych subsequently signed decrees appointing Mykola Zlochevsky as Ukraine's minister of environment and natural resources, Yuriy Boiko as Ukraine's minister of energy and coal industry, and Mykola Prysiazhniuk as Ukraine's minister of agricultural policy and food, among others.

Ukraine's unified power system produced 168.901 billion kilowatt-hours of electricity in January-November 2010, 8.9% more than in the same period last year. Alternative sources produced 4.9 million kWh, up from 1.8 million kWh in the same period last year. Nuclear power plants generated 80.662 billion kWh of electricity in the period (7.2% more year-on-year), thermal electric stations and combined heat and power plants produced 69.276 billion kWh (up 10.2%), hydroelectric stations - 12.018 billion kWh (up 13.2%) and communal heat and power plants and block stations - 6.940 billion kWh (up 9.1%).

The first, covering the period from January 1, 2008 to March 31, 2010, is: "0105. CMM utilization on the Joint Stock Company 'Coal Company Krasnoarmeyskaya Zapadnaya No 1 Mine'." The period for requesting a review will end on December 23, 2010. The second, covering the period from February 1, 2008 to December 31, 2009, is: "0211. Utilization of coke gas with electricity generation by two 6 MWe CHP at 'ZaporozhCox Plant'." The period for requesting a review will end on December 22, 2010. Meteorologists Say Global Warming to Cause Short-Term Light Frosts During Rather Warm Winters in Ukraine

Vizara Martazinova, head of the department for the long-term forecasting at the Ukrainian Scientific and Research Hydrometeorological Institute, says the sharp temperature drops and fall in temperatures in recent days are likely to reoccur in December-February 2010-2011, although a rather warm winter is expected on the whole. The daily average temperature in December is likely to not be lower than -5 degrees Celsius, and temperatures of -20 degrees Celsius are not expected. The spring is expected to be protracted with short-term sharp temperature drops. According to the meteorologist, the sharp temperature drops in Ukraine, as well as in Europe are caused by global warming. "Such events as the sharp fall in temperatures in recent days are nothing more than [an effect] of global warming," she said.
