I.) ENERGY EFFICIENCY

"Reform of City Heat Supply System in Ukraine" Project Presented in Sevastopol:

A U.S. Agency for International Development project entitled "The Reform of the City Heat Supply System in Ukraine" foresees an analysis being made of the state of the heat supply system in Ukrainian cities, the drawing up of energy plans, and the introduction of energy efficient technologies. In addition, the project assists in creating unions of co-owners of blocks of flats, associations of co-owners, as well as housing cooperatives, as well as rendering assistance in improving the management and raising responsibility among house owners. The project is intended to run for three years. Launched in February 2009, the International Resources Group is responsible for its realization. A total of 35 cities in Ukraine, including Sevastopol, were selected to participate in the project.

II.) RENEWABLE ENERGY

Construction Begun on First Wind Power Plant in Zaporizhzhia Region

The Wind Power Company, included into Donbas Fuel and Energy Company DTEK, and the Zaporizhzhia regional council have signed an agreement on investing UAH 6.4 million into development of the engineering-transport and social infrastructure of Zaporizhzhia region in 2010-2015. Over that time, DTEK plans to realize a pilot project in the sphere of alternative power engineering and to construct Botiyevo Wind Power Plant with an installed capacity of 200 MW in Pryazov district, Zaporizhzhia region. According to Wind Power Director Yuriy Zhabsky, the first electric aggregate will be ready in September 2011. In addition, the company will construct the concrete factory in Botiyevo, will prepare roads and the foundation for the construction. The plans of Zaporizhzhia Regional State Administration include construction of wind power plants in Berdiansk and Prymorsky districts of the region.

New Energy of Ukraine Alliance Intends to Build 250-MW Wind Power Plant in Crimea:

Kyiv-based New Energy of Ukraine Alliance plans to build a 250 MW wind power plant in the Sovetsky district of Crimea, according to alliance board chairman, Valeriy Borovik. He said that Chernihiv-based New Energy Technologies, which is part of the alliance, is managing the project. They plan to initially launch 100 MW, later another 150 MW, and eventually to reach 400 MW. The alliance plans to start construction in early 2012. In addition, Borovik said that the alliance plans to build a 100 MW wind power plant in the Carpathian Mountains, adding that the project is at the initial stage. Soon, New Energy of Ukraine plans to hold talks with an investor about solar power projects in Ukraine.

Large Foreign Companies Interested in Ukrainian Section of Black Sea Shelf:

According to Eduard Staviytsky, Chairman of national JSC Nadra Ukrainy, the world's largest mining companies are interested in the Ukrainian section of the Black Sera shelf. "In particular, retooling and cooperation are expected with the attraction of investments from Korea Resources Corporation, TNK-BP, and Royal Dutch Shell Group. Within two or three years, it's possible to attract USD 2-3 billion as investment in the development of the shelf of the Black and Azov Seas," he said. "The shelf was poorly studied geologically, and we expect to explore several interesting fields there. According to experts, the major part of potential hydrocarbon resources in the southern region - 85% - is located on the shelf. This concerns both the Odesa and Prykerchensky sections [of the Black Sea shelf]."

Russia's Gazprom says it has signed a deal with Ukraine's Naftogaz to develop natural-gas and coal-based-methane deposits in Ukraine. Gazprom said it would help extract coal-based methane in Ukraine's eastern Donetsk region and develop the Pallas gas field in the Black Sea off Ukraine's coast. The Pallas field is estimated to hold some 75 billion cubic meters of gas.

U.S. Proposes Cooperation with Ukraine on Mining and Use of Coal-Mine Methane:

The United States has proposed that Ukraine join the international initiative called Methane to Market, which was launched in 2004 at the initiative of the Group of Eight leading industrial countries and which is a form of multilateral cooperation in the area of commercial use of methane, including methane from coal mines. Mykola Pashkevych, Chairman of the National Agency for Efficient Use of Energy Resources met with Chever Voltmer, the counselor for economic affairs at the United States Embassy in Kyiv, who said that the initiative would not be limited exclusively to methane from coal mines. As part of the initiative, projects on methane gas extracted at dumps and biogas will be considered, she said. Pashkevych said Ukraine is presently drafting a special program for extraction and use of methane. He also reported that Ukraine presently has four facilities for mining methane at coal mines. However, the experience of mining methane with one of such facilities demonstrated the low efficiency of the technologies involved. He promised to consider the American proposals soon.

“Second Chornobyl” Uncovered in Ukraine:

A group of independent environmentalists has uncovered a zone in Ukraine's Dnepropetrovsk region where the radiation level is higher than that in Chornobyl. The abandoned uranium mine, located in the Ukrainian village of Dovhyvka, poses a great danger to people and the environment, according to Oleksiy Vedmidsky, the head of a local group of ecologists. He added that around 7 million tons of dangerous processing medium material were buried under the abandoned site. He claimed that a particle detector measured 2611 micro Roentgen per hour there compared to a normal exposure of 30 micro Roentgen per hour. "Even in the Chornobyl zone near the reactor the exposure is 500-600 micro Roentgen per hour." However, regional authorities have dismissed the report, claiming the ecologists used equipment not certificated in Ukraine. Vedmidsky countered that he used a Geiger counter manufactured by a reliable U.S. firm. "The counters used by the government indicate only one type of radiation, while mine detects alfa, beta, gamma and roentgen rays," he said.

Verkhovna Rada to Hold Hearings in March 2011 on Overcoming Chornobyl Disaster Aftermath:

The Verkhovna Rada has adopted a resolution to hold parliamentary hearings on March 16, 2011 on the current state and challenges of overcoming the consequences of the Chornobyl disaster. The conduct of these parliamentary hearings will contribute to a more balanced distribution of funding to address technological issues, as well as issues of the radiation protection of the public and environment, health and ideological consequences of the Chornobyl disaster, and the improvement of economic and legal mechanisms for the social protection of the public affected by the accident at the Chornobyl nuclear power plant.

150 Million kWh of Electricity Could Be Exported to Europe:

DTEK, the largest private vertically integrated energy holding in Ukraine, said that around 150 million kWh of Ukrainian electricity, “maybe more” could be exported to Europe in November, according to Power-Trade Ltd. director, Andriy Favorov. He said that in December DTEK plans to export over 100 million kWh of Ukrainian electricity from the Burshtyn Energy Island to Europe.

Ukraine cut electricity exports by 0.7% (23.8 million kWh) in January-October year-on-year, to 3.166 billion kWh, according to the Ukrainian Fuel and Energy Ministry. Supplies of electricity from the Burshtyn energy island to Hungary, Slovakia and Romania over the period declined by 2.8 times (1.46 billion kWh) compared to January-October 2009, to 790 million kWh.

An accredited independent entity has submitted two monitoring reports to the UNFCCC secretariat for the following Joint Implementation projects:
"0104. Improvement of the Energy efficiency at Energomashspetsstal (EMSS), Kramatorsk, Ukraine" with the monitoring report number "006", covering the period from July 1, 2010 to September 30, 2010.
"0079. CMM utilization on the Joint Stock Company named Komsomolets Donbassa Coal Mine of DTEK" with the monitoring report number "002", covering the period from November 4, 2009 to October 31, 2010.
The abovementioned monitoring reports are now available on the UNFCCC JI website under <http://ji.unfccc.int/JI_Projects/DeterAndVerif/Verif/MonRep.html>.

Prosecutor Claims Kyoto Protocol Funds Were Misused:

The Prosecutor General's Office of Ukraine has said that targeted funds received by Ukraine under the Kyoto Protocol have been illegally converted and misused, rather than transferred to a special deposit, as Batkivschyna Party leader Yulia Tymoshenko has claimed. On April 28, 2010, the Prosecutor General's Office opened a criminal case regarding the spending of budgetary funds received in 2009 from the sale of part of Ukraine's quota for greenhouse gas emissions under Article 17 of the Kyoto Protocol. A pre-trial investigation reportedly revealed that the State Treasury changed the target for the use of funds from the state budget's special fund, worth Hr 2.3 billion, that were received from the sale of quotas for greenhouse gas emissions. Tymoshenko has claimed that the "sum – 320 million euros – was not spent anywhere. The funds are on the special accounts of the Environment Ministry." However, the Prosecutor General's Office said that Tymoshenko's claims "do not reflect reality."

November Becomes Warmest Month Over Entire History of Meteorological Observations in Kyiv:

This November became the warmest month in the history of meteorological observations in Kyiv carried out since 1881. During the 10-day period starting November 5, the air temperature exceeded all previously fixed records. New records were set for the three parameters of air temperature for November: the daily average, maximum and minimum. According to Oleksandr Kosovets, director of the Central Geophysical Observatory, the average monthly temperature in November also broke records. The norm for November is 2.1 C, but this month it was warmer by 6.2 degrees centigrade, while the previous record for the warmest November 1996 was exceeded by 1.6 degrees. Winter has already come to Ukraine, but weather men are convinced that it will not be cold and long, because the chance of winter warmer rates is equal 80%, Kosovets said.

The objective of this report is to analyze the negative social, economic and environmental impacts of coal mining and combustion. Special attention is given to the problem of greenhouse gas emissions and emissions reduction policies and technologies. The report also contains recommendations for improvement of energy policy and strategic development of the coal industry. The authors noted: "Hopefully, relevant government authorities will take our suggestions into consideration. This report might also be useful for public organizations."

Verkhovna Rada Passes Draft Law Governing the Registration of Carbon Units and Greenhouse Gas Emission Reductions:

According to the "Arzinger" law firm, Ukraine's Verkhovna Rada has passed the draft law No 7231 “On regulation in sphere of energy saving” in its first reading on October 21. The draft contains progressive ideas on the reduction of greenhouse gas emissions, including the introduction of a system of registration of anthropogenic emissions and absorption of greenhouse gases. Its purpose is to ensure introduction, accounting, storage, transfer, receipt, cancellation and withdrawal of carbon units, in particular emission reduction units (ERU), certified emissions reductions (CER), Assigned amounts units (AAU) and units of rights on the emissions of greenhouse gases (per analogy with EUA – Emissions Allowances in EU). An additional inventory of emissions of greenhouse gases will be performed on state and regional level. The first regional inventory has to be completed by January 1, 2012. Operators of installations which emit greenhouse gases have to register all their installations by January 1, 2013. After that special reports on monitoring of emissions are to be submitted annually. Generally the draft law aims on introduction of EU-like emissions trading system which is a very progressive idea for Ukraine. It is based on principles of United Nations Framework Convention on Climate Change and Kyoto Protocol.

At the same time one can not forget the consequences of the Chornobyl accident. Consequently, the main purpose of the conference is to use the lessons of Chornobyl to ensure the safety of nuclear power and other dangerous technologies, and protecting people and the environment from emergencies catastrophic events.
