Estonia Supports Environmentally Friendly Development of Ukraine’s Energy Sector:

The Estonian Foreign Ministry is supporting projects to make Ukraine’s energy sector more effective and environmentally friendly by donating 32,000 euros to the Eastern Europe Energy Effectiveness and Environmental Partnership Support Fund in 2011. The Eastern Europe Energy Effectiveness and Environmental Partnership Support Fund, created on the initiative of Sweden and the European Commission, is slated to last for five years. Within this time energy sector-related projects will be carried out with the goal of making the energy sector of Ukraine more effective and environmentally friendly. Over five years, Estonia will donate 160,000 euros to the support fund, allocated from its development co-operation budget. Ukraine is the most important gas transit country for the European Union but energy expenditure per person in Ukraine is close to three times greater than in Central European nations. In addition to the Nordic and Baltic countries, others involved in the support fund are the United States, Poland, and the European Commission.

Exports of solid biofuels from Ukraine in 2010 increased by 63.5% as compared with 2009 up to 573.4 thousand tons. The exports, which represent 88% of national solid biofuel production, were primarily fuel granules (pellets) and briquettes from wood, sunflower husks and grain straw.

Ukraine Aims for More Renewable Energy Power Generation:

Recently, Anatoly Blyzniuk, Donetsk Region State Administration’s chairman, declared that the erection work for the three wind power generation units out of the total 23 units planned for Ukraine is completed. Each of the completed unit is designed to generate around 2.5 MW of clean energy. Installation of all the 23 wind turbines is anticipated to be over by 2015. Power production from the completed wind turbine installation was to begin by February 19. Presently, the country utilizes only 0.2% of its projected wind power generation capacity. The country anticipates that its renewable power generation will go up by 6%. It is estimated that wind energy will alone meet nearly 20% of the power requirements of the country. The increased wind power generation and use of renewable energy is anticipated to assist the country to achieve energy self-sufficiency.

Major Wind Power Project Takes Off in Ukraine's Donetsk Region:

In a giant leap toward a green energy future, Ukraine has launched an important wind power project in Donetsk Region. Scheduled for completion in 2015, the project comprises 23 wind power plants in total of which three, each with a capacity of 2.5 MW, are complete. The new wind-power plant in Donetsk Region started generating electricity on February 19, according to Anatoly Blyzniuk, the Chairman of Donetsk Region State Administration. Ukraine currently uses only 0.2 percent of its wind capacity. However, the Ukrainian energy strategy foresees the increase of alternative energy generation of up to 6 percent. According to industry experts, the wind energy would be sufficient for providing 20 percent of electricity used by Ukrainians. Though Ukraine is a little behind EU countries with respect to the wind power generated so far, it has made a huge progress in terms of installed wind power capacity, emerging ahead of Russia, Iceland and Switzerland, 2010 European statistics of the European Wind Energy Association revealed.

Gazprom Dismisses Value of Ukraine’s Deal with ExxonMobil for Shale Gas:

Ukraine's state-run energy firm Naftogaz and US oil major ExxonMobil have signed a memorandum to cooperate on searching for shale gas deposits in Ukraine. But Sergei Komlev, head of Gazprom's export pricing department, warned Ukraine that shale gas "won’t help" the country reduce its reliance on Russia's gas. Gazprom officials have shown disdain for shale gas and cited the possible negative environmental impact of developing such technologies. Ukraine's shale gas resources are estimated to total two trillion cubic meters, which represents technically recoverable reserves, not proven reserves, the Gazprom official claimed, adding that the figure had had "a dazzling effect" on the public. Shale gas currently costs more than $200 per 1,000 cubic meters or $6 per million British thermal units (BTU) to produce, although gas is priced at no more than $4 per million BTU ($160 per 1,000 cubic meters) at Henry Hub.

Ukrainian national energy company Naftogaz said it has signed a memorandum of understanding and a confidentiality agreement with Exxon Mobil to jointly develop unconventional natural gas in Ukraine. Naftogaz said the companies will jointly study Ukraine's potential in shale gas, methane production from coal and other unconventional energy sources. Naftogaz signed a similar agreement with Russia's Gazprom in December.

Deputy Coal and Energy Minister Ihor Popovych says Ukraine aims to attract private investment in government-run coal mines to increase production. The government has drawn up investment plans for state mines in 2011 envisaging 5.5 billion hryvnia ($691 million) of spending. Of the total amount, 1.6 billion hryvnia would consist of bank loans, mines would provide 1.1 billion hryvnia and 800 million hryvnia would come from other sources. He also said 2 billion hryvnia would come from finance leasing, without being more specific.

Rada Resolves to Prepare for 25th Anniversary of Chornobyl Disaster:

Ukraine's Verkhovna Rada has approved a resolution by 370 votes on respect for the participants in the Chornobyl disaster cleanup operations on the occasion of the 25th anniversary of the tragedy at the Chornobyl nuclear power plant, which will be marked on April 26. The Verkhovna Rada recommended that the government approve a plan of events linked to the 25th anniversary of the Chornobyl disaster and resolve the issue on financing of the relevant events from the national budget and local budgets. In addition, the National Academy of Sciences of Ukraine, the National Academy of Medical Sciences of Ukraine were recommended to ensure the coordination of work on research into the Chornobyl disaster, and the holding of scientific and practical conferences and roundtable meetings. The Verkhovna Rada also recommended that the state committee for television and radio broadcasting ensure broad coverage of events dedicated to the anniversary of the Chornobyl disaster.

U.S. Secretary of State Hillary Clinton says Washington is committed to providing Kyiv with financial and technical assistance amounting to $50 million for a peaceful nuclear energy program. Clinton and Ukrainian Foreign Minister Kostiantyn Hryshchenko discussed nuclear energy issues in Washington. Ukrainian President Viktor Yanukovych said during a nuclear energy summit in 2010 that his country was keen to advance its uranium enrichment program for energy and medicine.

EnergoAtom to Finish Work on Yuzhnoukrainsk Plant by Late 2012:

EnergoAtom plans to finish work to extend the operation of reactor one of the Yuzhnoukrainsk nuclear power plant by late 2012. In particular, this year the assessment of the technical state and reassignment of the working life of all reactor elements will be finished, including reactor and construction elements. By late 2011, a report on the safety term revaluation will be submitted to the state inspection for nuclear regulation of Ukraine. The inspection will decide on the extension of reactor one's operation in December 2012.

Ukraine’s Green Tariff May Help Reduce Mining Disasters:

Green Gas International representative Anatoli Smirnov reports that the firm has one coal mine methane utilization project in operation at the Metinvest-owned Sukhodilska-Vostochnaya mine near Krasnodon. The first phase of the project involves the flaring of coalmine methane and the second phase envisages electricity generation. Green Gas only invests in “green” projects that convert energy from coalmine methane, landfill gas and biogas. Revenues are expected to come from the sale of electricity under Ukraine’s “green” tariff regime and carbon credits under the Kyoto protocol. Ukraine’s well-developed carbon and "green" tariff legislation and need for specialist gas mitigation expertise make Ukraine an attractive country for Green Gas. The "green" tariff provides strong incentives to invest in biogas, small hydro and solar projects in Ukraine and 37 projects have already been registered. According to Smirnov, the most important measure is the setting of a green tariff for coalmine methane electricity generation projects. If set at a high enough level, such a tariff would greatly increase the country’s “green” electricity generation, improve the local environment, but most importantly would provide the incentive and the funds to mine owners (including the government) to make gas drainage improvements, which also positively impact on mine safety. This will undoubtedly reduce the number of mining disasters, in a way that no regulations ever would.

Secretary of State Hillary Rodham Clinton and Ukrainian Foreign Minister Kostyantyn Gryshchenko convened the third session of the U.S.-Ukraine Strategic Partnership Commission to make concrete progress toward achieving the broad goals of the U.S.-Ukraine Charter on Strategic Partnership in energy security, trade and investment, science and technology, and other areas. Both parties stressed the importance of a successful pledging conference for the Chornobyl Shelter Fund and Nuclear Safety Account to enable the timely completion of projects that will make the site safe. They also expressed support for the development of Ukraine’s energy resources, including unconventional gas. The U.S. side welcomed Ukraine’s membership in the European Energy Community. Both parties expressed their support for a transparent energy market in Ukraine, and noted Ukraine’s passage of the Law on the Principles of Functioning of the Natural Gas Market and steps to bring gas tariffs into conformity with the market. The United States encouraged Ukraine to restructure the gas sector to help open possibilities for investment in its gas transit system. They welcomed the agreement for the U.S. Geological Survey to conduct an assessment of unconventional resources that will give the Government of Ukraine and investors public information on potential resources in Ukraine. They welcomed U.S. Agency for International Development technical assistance for the legal, regulatory and environmental framework of unconventional gas development. Both parties intend to continue cooperation on energy efficiency and to discuss encouraging renewable energy technologies and oil and gas well rehabilitation. They noted the importance of attracting private investment and technology to develop Ukraine’s oil and gas resources through open, competitive procurement processes. They welcomed the positive decision of the Ukrainian Interagency Committee on preparing and implementing production sharing agreements concerning the application by Chevron.

Industrial Union of Donbas Reports Active Sales of Kyoto Units:

The Industrial Union of Donbas Corporation is actively selling Assigned Amount Units (AAUs) under the Kyoto protocol thanks to the elimination of environment-unfriendly production facilities at its steel works. The total volume of AAUs amounts to 25.5 million tons of Certified Emission Reductions, which are to be accumulated from 2008 to 2012 at Alchevsk Iron & Steel Works, Alchevsk Coking Plant and Dniprovsky Dzerzhynsky Metallurgical Works. Under an equipment upgrade project at Alchevsk Iron & Steel Works, one million AAUs and 1.842 million CERs have already been sold. The project involves the commissioning of new converters and a continuous casting machine manufactured by Siemens VAI.

Democracy Small Grants Program Sponsors Competition “Promoting Environmental Awareness”:

The Grant’s Office of the U.S. Embassy is soliciting proposals from Ukrainian national NGO’s for a public information and action campaign aimed to broaden the definition of "environment" to include all issues that affect our health, our communities and our environment. The projects should focus on a number of different civic actions which would allow citizens to become more aware of the environmental problems and develop green way of thinking. Part of the program may include celebration of International Year of Forests, Water Day, Earth Day, World Environment Day or other related occasions. The US Embassy expects to fund quality and result-oriented projects of NGOs from various parts of Ukraine. The duration of programs may vary depending on the proposals but the length of the projects should not be longer than 12 months. The project budget can be $10,000 - $20,000. The Ukrainian-American Environmental Association is a private, non-governmental, non-profit organization founded in 2004 and chartered in both the United States and Ukraine.  It is a network of 900+ Ukrainian and American NGOs, academic researchers, businesses, government officials, and individual citizens founded to facilitate the exchange of information on a broad array of environmental issues including, but not limited to, energy efficiency, renewable energy, fossil fuels, nuclear power, and climate change.
