EU Ready to Give Ukraine EUR 70 Million for Energy Efficiency and Technical Assistance:

A representative of the Delegation of the European Union to Ukraine Hans Rein gave Mykola Pashkevych, chairman of the National Agency of Ukraine for Efficient Use of Energy Resources, a preliminary report of consultants with Cowi Group for support of the Budget Support Program, according to which the EU is ready to give Ukraine a grant of EUR 63 million for energy-saving programs, and EUR 7 million for technical assistance. Pashkevych said that in connection with the reorganization of departments the State Inspectorate for Energy Conservation will be eliminated. Its main functions such as monitoring of energy efficiency projects, market research services and products in the field of energy efficiency, reducing energy intensity of goods and services, primarily the monopoly of production, promotion of energy efficient technologies and renewable energy will be transferred to NAER offices in the regions, which will be set up soon.

World Bank May Loan Ukraine $1-1.5 billion for Energy Efficiency and Other Projects in 2011:

The World Bank could issue $1-1.5 billion in loans in 2011 to realize energy efficiency and other projects in Ukraine. The bank's Kyiv office said the funds could be used to finance energy saving programs as well as for projects to support government reforms, Ukrainian exports, and the financial sector. Since Ukraine became a World Bank member in 1992, the World Bank has approved loans worth over $6.9 billion for Ukraine. The total state debt to the World Bank as of November 1, 2010 came to $3.161 billion or 6.2% of the total direct and guaranteed debt.

Construction of Wind Power Plants Proposed as Part of National Project:

According to Mykolaiv Governor Mykola Kruhlov, the construction of the Ochakivsky wind base Ltd. and Berezansky wind base Ltd. wind power plants (both based in the Mykolaiv region) could be realized as part of the Energy of Nature national project. At the same time, EuroUkrWind (Kyiv) is currently contesting the right to the land, where it is planned to construct the Ochakivsky wind base, at Mykolaiv District Administration Court.

Dniproenergo Eyes UAH 100 Million Loan:

The Zaporizhzhia-based power generating company joint-stock company Dniproenergo announced an auction to choose a bank for extending a renewable credit facility of UAH 100 million. The company wants to raise a loan for 1 year. Dniproenergo incorporates the Zaporizhzhia, Kryviy Rih, Prydniprovska thermal electric power plants.

Government Approves Construction of Dniester Pumped Storage Plant:

The Cabinet of Ministers of Ukraine has approved the construction of the first stage of the Dniester Pumped Storage Plant consisting of three units, including measures to improve the safety and reliability of hydraulic structures, the main hydropower equipment and hydro-mechanical equipment. Under a government resolution, the total cost of the project is estimated at UAH 8.458 billion. A loan of UAH 1.107 billion will be secured in 2011, UAH 2.19 billion in 2012, and UAH 442.991 million in 2013. The construction of the Dniester Pumped Storage Plant began in 1983 and should be completed in 2013.

Ukrgazvydobuvannia, a subsidiary of NAK Naftogas Ukrayny responsible for over 70% of total gas production in Ukraine, held negotiations with representatives of the U.S. energy company Chevron Corporation to discuss joint exploration and development of unconventional gas deposits on fields in Ukraine specified by Chevron. Chevron representatives expressed great interest in developing shale gas projects in Ukraine. Following the initial discussions, it was decided that parties are going to develop further plans on joint implementation and investment strategy of the project.

Canada 3P International Energy Corp has finalized its drill services contracts and personnel agreements and received all necessary government permitting for an accelerated 10 well drill program on its coalbed methane project portfolio in the Donets Basin in Eastern Ukraine. 3P said that it would drill and complete new wells for approximately USD 200,000 per well under its turnkey contracts. The Corporation is leveraging Atlas Copco highly mobile and compact RD20 Model with its own proprietary mud system and drilling bit in order to both minimize formation damage while significantly increasing rate of penetration. The corporation anticipates starting drilling as early as mid-January providing that temperatures remain within historic seasonal averages. Ukraine is an attractive market because of the elevated gas price and governmental fiscal concessions for those developing CBM.

Alexey Miller, Chairman of the Gazprom Company Management Committee, and Evgeny Bakulin, Chairman of the Board of NAK Naftogaz Ukrainy, have signed a Memorandum between the two companies to set up a joint venture for coalbed methane production. Pursuant to the MOU, the parties will prepare a feasibility study and the basic documents for defining the JV, including financing principles and sources, the size of its charter capital, priority projects, gas transmission, and the shape and decision making processes of its governing bodies. The JV is created on a parity basis for operation in Ukraine. It will facilitate applying Gazprom cutting-edge coalbed gas production technologies in Ukraine as well as enhancing the safety of coal mining through CBM extraction. Gazprom had been seeking a closer relationship with Naftogaz following disruptions in natural gas transits to Ukraine.

Ukrainian analysts are forecasting that the average price of Russian gas sold to Ukraine in 2011 will be $280-290 per 1,000 cubic meters and could rise to $300 in the last quarter. These prices compare to $250 in the fourth quarter of 2010. According to the 10-year contract signed in 2009 between the Ukrainian state holding Naftogaz and Russia's Gazprom, the price of gas is determined every quarter using a special formula that takes into account the price of oil. But cash-strapped Ukraine, which tranships 80 percent of Gazprom gas bound for Europe, says the current agreement is unacceptable. Ukraine's Prime Minister Mykola Azarov has said Kyiv wants to change the pricing formula as market realities have changed.

President Obama, who has called for safe disposal of nuclear materials to prevent them from falling into terrorists' hands, lauded Ukraine for its progress on a promise made at Obama's Nuclear Security Summit in April. Ukraine agreed to get rid of highly enriched, weapons-grade uranium by April 2012 in exchange for lower-grade uranium, plus new research technology from the U.S. The U.S. Department of Energy says that 111 pounds of highly enriched uranium -- enough for two atomic bombs -- had been delivered from three research facilities, in Kyiv, Sevastopol and Kharkiv in Ukraine to Russia to be blended down. It took five flights to get the Ukrainian uranium to Russia. An additional amount of uranium remains in Ukraine, but the U.S. said the material was on track to be removed by the April 2012 deadline.

Who Should Pay for the New 'Tomb' at Chornobyl?

Russia likes to see itself as a successor to the vast Soviet empire in certain other contexts, but so far it has donated little to guard against the mess created in Ukraine when Chornobyl's Reactor No. 4 exploded on April 26, 1986. The old concrete sarcophagus encasing the burned reactor is crumbling and leaks radiation. The ruins consequently need a new protective shield. Although a European consortium has agreed to entomb the site in a metal vault, it is still unclear exactly where all the money will come from. The project is expected to cost around €2 billion ($2.6 billion). At the moment, €740 million has yet to be raised. Financing the vault has been a joint project of the EU and G-8 governments. Russia belongs to the latter group, but so far appears reluctant to pay up and has promised only 1 percent of the final cost -- €23 million. The Kremlin, meanwhile, pays Chornobyl survivors in Ukraine about €50 each per month.

Generating sets No 1 and 2 at the Rivne nuclear power plant will be in operation 20 years longer than originally planned. The decision to extend the lifespan of the nuclear reactors was taken in Ukraine for the first time, but experts give assurances that they carefully weighted all the pros and cons. Their decision was based on the conclusions not only by Ukrainian nuclear safety experts but also by those from abroad. However, Dmytro Khmara, an energy expert with the National Environmental Centre of Ukraine, warns that the safety of this generating set will be significantly worse and the number of mishaps will increase. Olena Mykolaychuk, head of the Ukrainian State Committee for Nuclear Regulation, says that during the next 20 years, assessments will be conducted of plant performance to possibly reduce the term of the plant extension. Representatives of environmental organizations insist that a re-assessment of the operation of the generating sets be conducted not once a decade but much more often - e.g., once every two or three years.

First Vice-Premier, Minister of Economic Development and Trade Andriy Kliuyev has signed agreements between the Government of Ukraine and the EU Commission on funding three programs for providing European Union's assistance to Ukraine. The total funding of 116 million euros will be allocated on a non-refundable basis for programs to support the implementation of the transport strategy of Ukraine (65 million euros), the strategy of national environmental policy (35 million euros), and twinning and technical assistance to support the European Neighborhood Policy (16 million euros).

“Greening” the Economy - New Way of Development May Help National Business Reap Benefits:

A question posed at the recent international conference “Green Economy – Ukraine’s European Choice” was "is Ukrainian business psychologically prepared for taking the road of a 'green economy?'" One response is that Ukraine has enough “natural capital” (forestry and farming) and, given the continuing global reduction of resources, Ukraine’s potential can fetch real money. To realize that potential, “green” investments should be channeled to the four basic sectors of the economy: power generation, transport, construction (which uses 30 to 40 percent of energy and produces almost the same amount of carbon dioxide), and the production of strategic resources, such as metals (steel and aluminum), cement, and paper. Besides, it is advised to invest in up-to-date energy transfer systems (so-called smart systems), the transformation of the transport infrastructure and development of urban public transport, the reclamation and recycling of resources, and the support of existing ecosystems. Investments should be made, first of all, to support revolutionary technologies and innovations in the field of renewable sources of energy and energy efficiency.

Ukraine Adopts State Environmental Policy Strategy Through 2020:

The Verkhovna Rada has adopted the law on basic principles (strategy) of state environmental policy until 2020. The document outlines the tasks for improving the environmental situation in the country. This, in particular, concerns the creation of environmental management systems and preparation of target programs on environmental protection for individual industries, which include the introduction of energy-saving technologies, waste-free and environmentally friendly manufacturing processes. The environmental strategy also aims to optimize the structure of the energy sector due to increased use of energy sources with low carbon dioxide emissions by 10% till 2015 and 20% till 2020. It is also expected to increase the use of renewable and alternative energy sources till 2015 by 5%, till 2020 - by 10%; reduce emissions of widespread pollutants from stationary sources in 2015 - by 10%, till 2020 - by 25% of baseline. By 2015 it is planned to establish a standard of pollutants in exhaust gases in accordance with Euro-4, and till 2020 - Euro-5. The strategy also envisages the implementation of a mechanism of the Kyoto Protocol to the UN Framework Convention on Climate Change, in particular the projects of joint implementation, projects of target environmental investments.

Cabinet Orders Environmental Investment Agency to Sell 33,500 AAUs on Alchevskkoks Project:

The Cabinet of Ministers of Ukraine has ordered the State Agency for Environment Investments selling 33,459 Assigned Amount Units (AAU) of greenhouse gas emissions under a joint implementation project named "Introduction of New System for Utilization of Waste Heat at the Alchevsk By-Product Coke Plant." Under governmental resolution No.280 dated December 20, the agency will sell the AAUs to the Sumitomo Corporation, a purchaser from the National List of Japan. An Assigned Amount (AA) is the total volume of greenhouse gases that each Annex B country is allowed to emit during the first commitment period (2008-2012) of the Kyoto Protocol. An AAU is a tradable unit of one ton CO2 equivalent. The Alchevskkoks plant operates five coke-oven batteries, and it is one of Ukraine's three largest coke producers. The Industrial Union of Donbas corporation (Donetsk) owns 97.76% of the shares in Alchevskkoks.

Ukraine’s Prosecutor General's Office says former Prime Minister Yulia Tymoshenko's order to convert the funds allocated under the Kyoto Protocol into the national currency has caused nearly UAH 1 million worth of damage to the state budget. The office noted that these funds should have been accumulated on special currency accounts until the need arose to use them for environmental purposes in accordance with budgetary legislation. On December 15, the Prosecutor General's Office opened a criminal case against Tymoshenko due to the misuse of funds allocated under the Kyoto Protocol under part 3, Article 365 of the Criminal Code (the abuse of power, which entails grave consequences). On December 20, charges were brought against Tymoshenko, and she was ordered to continue staying in Kyiv.

Government Tries to Reassure Investors about Misused Emission Money:

The government is scrambling to assure foreign investors that it has successfully replenished the money on its environmental account that it claims had been earlier misused by former Prime Minister Yulia Tymoshenko. The assurances come after reports suggested that Japanese companies that bought carbon dioxide emission allowances in 2009 had threatened to cancel the deals amid concerns Ukraine had misused the money.

[excerpts] "In 2009, Ukraine signed several agreements with government agencies and corporations of Japan and Spain to sell Ukraine’s appropriate quotas for greenhouse gases for a total of 319.9 million Euros. These funds have to be spent on projects aimed at reducing greenhouse gases emissions or sequestration. Unfortunately, the previous government used part of the money for placing on deposit in the Public Joint Stock Company "State Export-Import Bank of Ukraine" and the other part was exchanged for the Hryvnia, and transferred to TSA. At the time of transfer of power to the current government, the spent funds were not refunded. The current Cabinet of Ministers of Ukraine [subsequently] did everything possible to restore the accounts of Government funds from the sale of quotas for greenhouse gases. As of May 20, 2010, the equivalent funds in the State Treasury of Ukraine reached 5.2 billion UAH [and thus] the funds received within the Kyoto Protocol were restored. These funds are currently allocated to implement conservation programs, consistent with goals defined by United Nations Framework Convention on Climate Change and Kyoto Protocol."

Ukraine Ranks #36 Among 57 Countries Rated on Climate Change Performance:

Germanwatch and Climate Action Network Europe released their sixth annual "Climate Change Performance Index" during the UN climate negotiations in Cancun, Mexico. The index “compares the climate protection performance of 57 industrialized countries and emerging economies that together account for more than 90 percent of the global energy related carbon dioxide emissions.” The index is based on the strength of climate policies and how well countries control greenhouse gases. The index ranks Brazil, with a score of 70.5, as the top climate protection performer due to its efforts to cut emissions and reduce deforestation. Sweden, Norway, and Germany followed Brazil on the list. Canada was ranked fifty-seventh, followed by Australia, Kazakhstan and Saudi Arabia (with a score of 25.8). The U.S. was ranked fifty-fourth with a score of 46.5. Ukraine was ranked #36 with a score of 54.1.

In many countries, nuclear technology is regarded as one of the most effective solutions to meet the growing demand for energy, reduce greenhouse gas emissions, mitigate climate change and counterbalance fluctuations in prices for fossil energy sources. At the same time one can not forget the consequences of the Chornobyl accident. Consequently, the main purpose of the conference is to use the lessons of Chornobyl to ensure the safety of nuclear power and other dangerous technologies, and protecting people and the environment from emergencies catastrophic events.
