Russia is interested in controlling natural gas transit routes to Europe and in preserving its source of income from gas export. However, Moscow needs a weak Ukraine to remain one of Gazprom’s biggest customers. While the European Union seeks to secure gas supplies by integrating its eastern neighbor in its energy market, Russia is increasingly seeking to prevent EU-led reforms in Ukraine in order to secure stable gas export incomes and continue exerting power over its “sphere of privileged interest.” Europe’s reduced energy consumption due to the financial crisis and the discovery of shale gas fields in Europe and the U.S. are becoming a threat to Russia. Moscow therefore needs energy inefficient and ineffective Ukraine to remain one of the largest gas consumers in the world and one of Gazprom’s largest clients.

OJSC Stal Will Save Almost $1 Million Annually by Implementing Modern Energy-Efficient Technologies:

OJSC Stal is a company based in Lugansk producing steel castings for railway transport companies as well as for machine building and metallurgic enterprises. With the assistance of UKEEP experts, the company has decided to install new equipment for one of its electric arc furnaces, replace its old compressors and reconstruct one of its thermal kilns. UKEEP provides financing for the $ 1.1 million investment program which will significantly decrease the company’s natural gas and electricity consumption, saving the company almost $ 1 million per year. The investment program is expected to generate an impressive rate of return of almost 95% and a very short payback.

Ukraine Has a Promising Future When It Comes to Wind Power:

As the second largest country in Eastern Europe with good wind resources across the length and breadth of the land, Ukraine has a promising future when it comes to wind energy. Land surrounding the Black Sea, in particular the Crimea and on the eastern Ukrainian shores of the Black Sea, is frequently swept by strong winds. What is more, Ukraine has a very favorable feed-in tariff for wind power standing at €110 per MW/h for onshore wind turbines. The tariff is available for wind turbines of a 2 MW capacity or above, with lower tariffs for smaller wind turbines.

EBRD to Provide Loan of 50 Million Euros for Development of Alternative Energy:

The European Bank for Reconstruction and Development will give Ukraine a loan amounting to 50 million euros for the development of alternative energy. The money will be allocated under the USELS program. It provides for crediting the financing of Ukrainian companies that invest in projects for renewable energy sources. Thus, the program involves loans of up to 15 million euros to finance the production of electricity from renewable energy sources: air, water, solar and biofuels. The European Bank for Reconstruction and Development has allocated 460 million euro of credits to Ukraine since the beginning of the year. The lion's share of this investment was given to the agricultural sector.

Second Wind has announced that it has expanded its European sales team with the addition of Jason Wood as director of European sales. Based in the United Kingdom, Wood will be responsible for developing sales in Europe, specifically in Eastern Europe's emerging wind markets, where countries such as Ukraine, Poland, Romania, Serbia, Croatia, Bulgaria, and Turkey are showing tremendous potential for wind energy development.

Report on the Second Ukrainian Renewable Energy Forum:

The II Ukrainian Renewable Energy Forum, a key branch event of alternative fuels and energy, was held in Kyiv on the 14th and 15th of October. During the two days of the Forum 68 speakers from 14 countries made the reports representing segments of solar and wind energy, small hydropower, bioenergetics, alternative fuels, the experts in project financing and the representatives of various ministries and departments. The Forum presented formally a number of projects in renewable energy in Ukraine, such as the drafts of the first solar power plants in the Crimea, which were built by the Activ Solar Company. In addition, the Forum hosted a presentation of the first Ukrainian company producing polycrystalline silicon.

New Wind Farms to Appear in Ukraine:

New modern wind farms will appear in Ukraine in 2011, according to Andriy Konechenkov, Ukrainian Wind Energy Association CEO. "In early 2011, we will see the first projects for the construction of wind power plants... Today, several companies have already drawn the entire blueprint and obtained all the permits." In the near future a number of companies will start building wind farms. The first of these is the Concorde Group, which is implementing four projects in the Autonomous Republic of Crimea. Now Ukraine has 10 wind farms and about 1,100 wind turbines (200 W - 2 kW), which are used in the private sector. According to Konechenkov, the majority of wind farms in Ukraine are outdated.

Notwithstanding being a net importer of energy, Ukraine is well endowed with its own fossil fuel resources. The oil and gas reserves in the country are estimated at the level of 2.3 billion barrels of oil equivalent, with natural gas contributing 87% of the total. Ukraine’s gas reserves account for 0.6% of total world proven gas reserves and 0.2% of oil reserves. The hydrocarbon resources of Ukraine are estimated at 7-8 billion tons of fuel equivalent. Average annual oil and gas production amounts to 18 billion cubic meters of natural gas and 4 million tons of crude oil and covers 25% of the demand for natural gas and 13% of the demand for crude oil in Ukraine. Crude oil and natural gas are imported primarily from Russia, or through Russia from Turkmenistan (natural gas) and Kazakhstan (crude oil). Oil and gas make up to 60% of the primary fuel consumption in Ukraine, including 40% natural gas and 20% oil.

Ukraine Says Russia Agrees to Lower Gas Price Next Year:

Ukraine will pay roughly $230-235 for 1,000 cubic meters of Russian gas in the first quarter of 2011, less than was predicted, according to Ukrainian Prime Minister Mykola Azarov. The statement followed talks between Azarov and Russian Prime Minister Vladimir Putin in Kyiv. The Ukrainian Energy Ministry had predicted in early October that the price for Russian gas supplied to Ukraine would stand at $245-270 for 1,000 cubic meters in the first quarter of 2011. Gazrpom Deputy Chairman Valery Golubev had said the gas price in the first quarter of 2011 would remain at the level of this year's fourth quarter, which he put at $250. Ukraine paid $305 for 1,000 cubic meters of Russian gas in the first quarter of 2010, $236 in the second quarter and $248 in the third quarter.

Gas shale potential in Ukraine has been highlighted by some international major oil and gas companies. However, more geotechnical work and data collection are needed in order to fully understand Ukraine's Gas Shale potential. Preliminary estimates indicate potentially over 400 TCF of recoverable gas resources present in the Donets Basin alone. The Carpathians and northern Crimea, together with the offshore Black Sea region, could add to these numbers.

Before the Soviet Union struck gas in West Siberia in the mid-20th Century, Ukraine was the USSR’s primary source of natural gas. Today it is a transit state for Russian gas to Europe. However, unconventional gas development is the future for Ukraine. In fact, Ukraine could well in the future be a serious energy producer, considering its reserves of coal bed methane, tight gas and oil and shale.

TVEL and Nuclear Fuel State Concern Signed an Agreement for Construction of a Nuclear Fuel Plant in the Ukraine:

At the 7th meeting of the Economic Cooperation Committee of the Russia-Ukraine Interstate Commission held in Kiev under the chairmanship of the Prime Ministers of the Russian Federation and the Ukraine TVEL (FC), a Rosatom fuel company, and Nuclear Fuel, a Ukrainian state concern, signed and agreement for construction of a plant that will produce nuclear fuel for VVER-1000 reactors in the Ukraine. The parties fixed their arrangements that a plant having capacity of 400 tons of uranium per year can be put into operation already in 2013 provided that the Ukrainian party accelerates with the selection and approval of the construction site subject to the prescribed procedure, and with its feasibility study and project development.

Museum to Be Built in Chornobyl:

The construction of a museum-park, similar to the Kyiv Pyrohiv Museum, is underway in Chornobyl. It is planned to be finished by April 26, 2011, on the 25th anniversary of the nuclear disaster. Initially, five hectares of land will be developed. The park will be similar to Kyiv’s Pyrohiv. It will contain objects from each of the 94 population centers that suffered from the catastrophe. For example, a house, a tree, or a road sign. Every population center will be marked with an obelisk and plates indicating how many people were evacuated from it.

Jeffery Piper, Head of International Relations with DG Energy of the European Commission, says he welcomes Ukraine’s signature of the Protocol of Accession to the Energy Community. He was speaking at a Round Table meeting in the European Parliament organized by the EU Ukraine Business Council on the subject of “The Energy Community and Ukraine, 2010 onwards: mutual benefits and challenges.” In addition, Aleksandr Tolkach, Director of External Affairs of DTEK, stressed the huge potential of Ukraine to produce green energy, both from wind power and from other renewable energy sources. A key priority should be to develop interconnectivity between Ukraine and the EU. Ukraine is expected to ratify the accession next month, which will pave the way towards full membership of the Energy Community in early 2011.

Russia and Ukraine have signed a raft of agreements including in shale gas exploration and nuclear cooperation amid concerns by Ukrainian opposition over increasingly closer ties with Moscow. BP's Russian joint venture TNK-BP signed a preliminary agreement with the Ukrainian government to explore for shale gas in Ukraine. TNK-BP executive director German Khan said that his company hoped to begin exploring for gas in eastern Ukraine and the company could invest up to two billion dollars in the project over the next 25 years. The accords also included a deal by Tvel, Russia's nuclear-fuel state producer, to set up a joint venture to build a uranium processing plant in Ukraine. The plant could start operation in 2013 and will have capacity to process 400 metric tons of uranium per year, according to a statement from the Russian government.

Anatoliy Tolstoukhov says the government is working on new environmental policies for the country. 
During the opening of the International Environmental Forum "Environment 2010," the Minister of the Cabinet of Ministers Anatoliy Tolstoukhov said that the Parliament has under consideration the draft of a strategy for national environmental policy of Ukraine till 2020. The goals and objectives of the strategy are aimed at protecting the health and environment, ensuring sustainable use of natural resources and environmentally sound human life. Tolstoukhov noted that the Government understood the importance of practical implementation of principles of sustainable development in the country for radical improvement of living standards.

Anomalous summer heat, both in Ukraine and in Europe, showed that the ecological balance can be easily broken, First Deputy Prime Minister Andrey Klyuyev said while opening in Kiev International Environmental Forum "Environment-2010. Therefore, the Government and the President of Ukraine attach great importance to environmental issues. He noted that Viktor Yanukovych has defined environment protection as a priority. For the Government, which is concentrating its efforts on economic development, along with economic growth, environmental concerns come as the next highest priority issues.

The National Environmental Investment Agency of Ukraine has proposed that Ukraine take on commitments to reduce its greenhouse gas emissions by 20% by 2020 compared to the level of 1990, the agency reported. The agency believes that Ukraine should make the proposal at the 16th United Nations Climate Change Conference in Cancun, which is to be held in December. At the conference, the representatives of 192 countries are to discuss a new agreement aimed at replacing the Kyoto Protocol, which expires in 2012.

A Joint Implementation project at a cement plant in Ukraine has been approved by the UNFCCC. The “Usage of Alternative Raw Materials at Kryvyi Rih Cement, Ukraine” JI project aims to reduce total CO2 emissions by about 597,182 tons up to 2012 and to significantly decrease the emissions originating from calcinations of raw materials in the clinker kiln. The project was developed by Global Carbon BV and is the seventh determined JI project developed by the Company under the JISC.

International Conference “Twenty-Five Years after Chornobyl Accident - Safety for the Future”

April 26, 2011 marks the 25th anniversary of the Chornobyl accident. In many countries, nuclear technology is regarded as one of the most effective solutions to meet the growing demand for energy, reduce greenhouse gas emissions, mitigate climate change and counterbalance fluctuations in prices for fossil energy sources. At the same time one can not forget the consequences of the Chornobyl accident. Consequently, the main purpose of the conference is to use the lessons of Chornobyl to ensure the safety of nuclear power and other dangerous technologies, and protecting people and the environment from emergencies catastrophic events.
