EBRD Promotes Residential Energy Efficiency in Ukraine:

The EBRD has launched a technical assistance program aimed at promotion of residential energy efficiency in the country with one of the largest housing stocks in Europe (over 10 million buildings). Ukraine residential buildings could potentially absorb energy efficiency investments worth around €60 billion. Once implemented, such investments may result in energy savings of over 60,000,000 MWh per year - an equivalent of almost 10 billion cubic meters of imported natural gas or 25 per cent of all Ukraine’s natural gas imports. The program, funded by the EBRD’s Shareholder Special Fund, will examine issues related to legal and regulatory framework, general awareness, capacity and low penetration of energy efficient technologies in the country. It will also help develop a web-based information platform and prepare legislation necessary for energy efficiency investments into the sector.

Leader Snack Joins UN Global Compact by Introducing Green Office Program:

The Leader Snack Company (Kremenchuk, Poltava region) has announced joining the UN Global Compact. Its first initiative in the framework of the agreement was introduction of the Green Office environmental program, a management concept that aims to reduce the negative impact of the organization on the environment. The companies following these recommendations use their resources and energy better, reduce the amount of office waste and improve their reputation in the eyes of consumers, customers and partners. The UN Global Compact Network has been functioning in Ukraine since 2006, bringing together 34 companies and organizations. Leader Snack is one of the few Ukrainian companies, which implements the principles of environmental programs not only within the office, but also in production. As part of joining the UN Global Compact, office work and production at Leader Snack will be reorganized with the view to minimizing their negative impact on the environment.

France's Filasa International to Construct Wind Power Stations Totaling 1.6 GW in Ukraine by 2017:

Filasa International is planning to construct wind power stations with a total capacity of 1.6 GW in Ukraine by the middle of 2016, according to Oleksandr Vanheliy, the director of Krym-Eol Ltd. (Sudak, Crimea), a subsidiary of Filasa. In addition, the company plans to construct the Tylyhulska wind power station with a capacity of 500 MW in the Berezansky district in Mykolaiv region. It is planned to construct another five stations in Crimea: the Soniachna Dolyna (Sudak) station of 100 MW, the Bakhchysaray station of 200 MW, the Turhenevska station (Bilohorsky district) of 200 MW, the Kholmohorska station (Radiansky district) of 200 MW, and the Pervomaiska station (Pervomaisky district) with a capacity of 400 MW. The plants will be equipped with wind generators of 2.5-3 MW capacity each. The company said that the cost of the construction of one megawatt of a wind power station is about EUR 1.5 million. Thus, the total cost of Filasa International's projects in Ukraine is EUR 2.4 billion.

Activ Solar to Increase Capacity of Solar Power Plants in Crimea to 300 MW:

Activ Solar is planning to increase the capacity of the solar power plants it is constructing in Crimea to 300 MW, according to Serhiy Kolobov, the director general of Activ Solar's five subsidiaries on the construction and operation of plants. According to the program of energy saving in Crimea for 2010-2014, Activ Solar could realize the plans by 2012. In particular, it is planned to construct a solar power plant with a capacity of 20 MW in the village of Rodnykove, a 100 MW plant in Trudove, a 80 MW station in the village of Perove (Simferopol district), and a 100 MW plant in the village of Okhotnykove (Saki district). The cost of each megawatt will be UAH 48 million, and the total cost of the construction of solar power plants will be UAH 14.4 billion. At the same time, according to data reported earlier by an Activ Solar representative at a meeting of the National Electricity Regulatory Commission, the average price of one megawatt of a solar power station will be EUR 2.7 million. Taking into account the data, the probable cost of the whole project will be EUR 810 million.

First Ukrainian Company Certified to ISCC International System for Biomass:

Beginning in January 2011, only certified sustainable grains and oilseeds, as well as biomass will be allowed for use in the production of bioenergy in the European Union. LLC Alfred C. Toepfer International, as well as its suppliers and companies that provide services, is the first Ukrainian company that has been certified by the PCU Deutschland GmbH independent certification body to sustainable development of biomass in accordance with the approved requirements of the EU under the International Sustainability and Carbon Certification (ISCC) system. The process of certification of "sustainable biomass" to ISCC requires registration of the relevant documents by all parties, as well as coordination and observance of the whole trading chain.

Ukraine Exempts Biofuels and Coalbed Methane Production from Profit Tax to 2020:

Ukraine's parliament has exempted coalbed methane production from profit tax to 2020. The provision is contained in the updated Tax Code that includes amendments approved on November 19 and that now await the signature of Vladimir Litvin, the chairman of the Verkhovna Rada. The changes also provide profit tax exemptions to the production of biofuel and electricity and heat produced from biofuel. However, the tax exemption does not apply to producers of solid biofuel, since the classification for that fuel has not been drawn up. It is being developed by the Agrarian Policy Ministry. It was reported earlier that production of briquettes, pellets and other solid alternative fuels would increase 50%-67% to 450,000-500,000 tons in 2010, according to the Alternative Solid Fuel Producers' Association.

Ukraine’s Atomic Energy Company to Increase Investment in Wind Power:

National nuclear generating company EnergoAtom is considering expanding its wind power generation program, according to EnergoAtom President Yuriy Nedashkovsky. "We're planning to raise serious investment in the near future and launch around 300 megawatts [of wind power plants]. Later we hope to launch 600 megawatts in Crimea in the long-term outlook and maybe we'll enter one of four regions that are very promising from the point of view of wind power: Donetsk, Kherson, Mykolaiv or Odessa region," he said.

Concorde Group to Start Building Kazantip Wind Power Plant:

The Kyiv-based Concorde Group Ltd., established in 2005, plans to start building the 100 MW Kazantip wind power plant in Crimea. Construction will begin in March or April 2011. Investment in the project is estimated at EUR 150-154 million. Deputy director Andriy Konechenkov said that the company has solved land allocation issues, received all permits, including a permit to join Ukrainian power grid and conducted a study of wind blasts and assessment of the impact on environment. A second project to construct the Sivash wind power plant [also in Crimea] is at the same level of readiness. However, because that project is larger – 350 MW - it has been divided into three stages and construction would be started in late 2011 or early 2012. The Concorde Group plans to equip the two plants with wind electricity generators with 2.5-3 MW generating capacity each.

Ukraine Claims to Possess World's Largest Shale Gas Deposits:

The Ministry of Environment and Natural Resources of Ukraine plans to attract international investors to analyze and develop Ukrainian shale gas deposits. At the recent "World Shale Gas-2010" exhibition and conference in Dallas-Fort Worth (TX), Ukraine's Minister of Environment and Natural Resources Mykola Zlochevsky and the Chairman of National Joint Stock Company (NAK) "Nadra of Ukraine" Eduard Stavytskyi, stated that Ukraine enjoys the biggest shale gas supply in the world. However, the exact quantity of the substance has not been specified. Earlier, the Canadian East West Petroleum Cooperation and the Kuwait Energy Company verified their readiness to develop shale gas in Ukraine. In addition, Kulczyk Oil, a Polish company, has completed the purchase of 70% of the Ukrainian gas-extracting company KUB-gas.

Ukraine, Egypt to Mull Possibility of Supplying Liquefied Natural Gas Supplies to Ukraine:

Kyiv and Cairo will discuss soon the possibility of supplying Egyptian-produced liquefied natural gas to Ukraine, the Ukrainian government's press service reported. Egyptian Prime Minister Ahmed Nazif said "We could also discuss the supply of liquefied natural gas or raw materials [natural gas] to Ukrainian [gas] processing enterprises."

TNK-BP to Explore, Produce Gas in Donetsk Region:

The Ukrainian government has approved a draft Memorandum of Cooperation between the Cabinet of Ministers of Ukraine, NJSC Naftogaz of Ukraine and the Russian government, TNK-BP's group of companies on the exploration and production of tight sand gas in the Donetsk region. Earlier, it had been reported that the Russian-British company TNK-BP plans till 2020 to invest in the oil business in Ukraine USD 1.2 billion. In three years TNK-BP plans to increase its network of petrol stations to 156. Kyiv-based TNK-BP Commerce operates the Ukrainian assets of this company.

BP PLC's Russian joint venture TNK-BP Ltd. plans to double natural-gas production over the next decade as it seeks to cash in on rising domestic gas prices. TNK-BP will invest $3.8 billion until 2013 as part of a plan to increase natural-gas production to 30 billion cubic meters a year by 2020 and expects natural gas to account for 20% of the company's earnings before interest, taxes, depreciation and amortization by that time. As part of this larger effort, TNK-BP is targeting six licenses containing unconventional tight gas - natural gas which is difficult to access such as shale gas - in Ukraine and may spend $50 million to develop those over the next few years. "There is a lot of potential in Ukraine, but it still needs to be defined," said Alastair Ferguson, head of TNK-BP's gas business development.

Ukraine Substantially Cuts Gasoline Production:

In January-October 2010, Ukrainian oil refineries cut motor gasoline production in annual terms by 11.2% to 2.38 million tons, according to the State Statistics Committee. In October, compared to the previous month, gasoline production was reduced by 2.5% to 290,000 tons. Last year, oil refineries increased motor gasoline production by 0.8% to 3.257 million tons.

Environmental Experts Oppose Prolongation of Operating Terms for Nuclear Power Plants:

Representatives of the National Environmental Center of Ukraine and a number of other organizations have warned that, in terms of national and environmental security, it is economically unadvisable and dangerous to prolong the operating lives for Ukrainian Nuclear Power Plants' old power generating units. The terms of 12 of Ukraine's 15 operating reactors will expire in the coming 10 years. Spokesperson Dmytro Khmara stated that the National Nuclear Energy Generating Company Energoatom plans to make a decision on December 12 about prolonging the lives obsolete power generating units at the Rivne NPP. According to Andriy Martyniuk, Board Chairman of the public organization Ecoclub in Rivne, reactors VVER-440, whose term of exploitation is proposed to be prolonged, were recognized by the Association of West European authorities for nuclear regulation as such whose safety cannot be raised to an acceptable level. According to Artur Denysenko, coordinator of the energy program of the National Environmental Center of Ukraine, Energoatom has spent over USD 300 million for measures to prolong the operation of old power generating units. The groups note that Ukraine has an excess of electrical generation capacity and extending the nuclear reactors' operation makes Ukraine dependant on Russia, in particular, on supply of nuclear fuel from Russia.

If Ukrainian authorities have their way, the fields surrounding the infamous Chornobyl nuclear reactor could soon be growing fruit and vegetables. Ukrainian officials feel it is time to start a rehabilitation process for the land affected. A report will be published next March, before the disaster's 25th anniversary in April. One plan previously mooted involved growing rapeseed rather than edible crops in the areas. Rapeseed can be used to make biofuels and is resistant to radiation. Scientists were split over the plan. Some said that in areas where intensive rehabilitation programs had been done, soil-radiation levels could be reduced to near-normal levels, but others said disturbing the land would risk catastrophe.

A Joint EU-Ukraine Report on cooperation in energy sphere was signed on November 22 in Brussels. The Report was signed in the framework of the implementation of the Memorandum of Understanding on Cooperation in the Field of Energy between the EU and Ukraine during 2010. The Memorandum establishes a joint strategy towards the progressive integration of the Ukrainian energy market with that of the EU and consists of road maps covering (1) nuclear safety; (2) the integration of electricity and gas markets; (3) security of energy supplies and the transit of hydrocarbons; and (4) the coal sector. In addition, the road map on energy efficiency and renewable energies notes that Ukraine’s legislation on energy efficiency is under development. It needs further improvement, in particular, to foster the development of renewable energies in Ukraine. The EU is also supporting Ukraine's "hydropower rehabilitation program" that aims to improve the country's energy security as well as the environmental safety of it energy supply. A EUR 3.6 million grant has been allocated for this program

The United States and the European Union have discussed energy issues with respect to Ukraine and, in a press statement released after a November 19 meeting of the EU-US Energy Council, confirmed their support for the Ukrainian leadership on four priorities: 
[1] improving the investment climate to facilitate the development of indigenous oil and gas resources,
[2] modernizing the gas transit system,
[3] financially restructuring and increasing the transparency of the national oil and gas company,
[4] implementing energy efficiency measures and promoting renewable energies.
The parties noted: "We reviewed progress on our shared goal of fostering a more stable, transparent and efficient energy market in Ukraine. We were encouraged by the initial steps Ukraine has taken to reform its energy market, notably, the passage of the natural gas market law (July 2010), aligning domestic gas tariffs to market conditions (August 2010), and signing the Protocol of Accession to the Energy Community (September 2010)."

Electric Energy Production 9.8% Up to 152.6 Billion kWh:

Electric energy production by electric stations, included in the Unified Energy System of Ukraine, reached 152.573 billion kWh during the first 10 months of 2010, 13.598 billion or 9.8% more than in 2009. Electric stations administered by the Fuel and Energy Ministry produced 146.398 billion kWh, 13.056 billion or 9.8% more than the previous year. At the same time, thermal electric power stations and central heating and power plants produced 6.607 billion kWh of electric energy, or 11.8% more than the first 10 months of 2009. Nuclear power plants produced 4.685 billion kWh of electric energy or 6.9% more than in 2009. Electric energy production by hydroelectric power stations and pumped storage units increased by 1.761 billion kWh, or 18.6%, over 2009, and makes up 11.243 billion kWh.

Ukraine proposes to prolong operation of the market mechanisms of Kyoto Protocol for the term following 2012. Ukraine stands for the necessity of taking into consideration of interests of the transition economy countries in the multilateral climate negotiation process, and setting up of a relevant working group. The Ukrainian official delegation to the 16th Conference of the Parties to the UN Framework Convention on Climate Change and in the Sixth Meeting of the Parties to the Kyoto Protocol is headed by Deputy Chairman of the National Environmental Investment Agency Vadym Sydiachenko. Ukraine plans to obtain UAH 1.5 billion from sale of quotas for emissions of greenhouse gases in 2010.

Former First Vice PM Turchynov Interrogated About Former Cabinet's Misusing Funding Raised from Selling Greenhouse Gas Quotas:

Oleksandr Turchynov, first deputy chairman of the Batkivschyna Party and former first vice prime minister, has undergone interrogation within investigation into a case instituted on the fact of the former cabinet's misusing funds raised from the sales of greenhouse gas emission quotas within the Kyoto Protocol. He reiterated that the accusations of misusing the funds raised from the sales of the quotas by the former cabinet are unfounded. Late in April, the Prosecutor General's Office opened a criminal case on fact of misuse of assets from the special fund of the national budget received in 2009 from the sale of part of the greenhouse gas emission quotas within the Kyoto Protocol for a total sum of UAH 2.3 billion. In May, Japan reported that it demanded that Ukraine provide a report on the use of the funds received by Ukraine within the Kyoto Protocol.

The period for requesting a review has ended for a verification pertaining to the JI project "0194. Since neither a Party involved in the project nor three members of the JISC have requested a review within this period, the verification is deemed final. ArcelorMittal’s Ukraine unit is seeking to transfer carbon credits to Luxembourg after Ukraine’s Environment Investments Agency approved the plant’s participation in a United Nations emissions program. The plant worked with the environment ministries of Ukraine and Luxembourg to come up with a way to transfer credits issued under the Joint Implementation program of the Kyoto Protocol from Kryvyi Rih to Ukraine’s register and from there to Luxembourg. ArcelorMittal will then sell the credits, and proceeds will go back to Kryvyi Rih. The plant will receive carbon credits for 97,000 tons of greenhouse gas emissions that the company saved in 2008 and 2009. The Kryvyi Rih based plant received approval this year from the Environment Investment Agency to transfer carbon credits stemming from energy savings between 2008 and 2012. The company seeks to cut greenhouse gas emissions by 1.6 million tons by 2012.
