Member of Parliament Oleksandr Dombrovskyi is one of the leading reformers in Ukraine regarding the reform and expansion of the energy sector to allow more private companies and private investors to engage in the production of oil and gas in Ukraine.  USUBC met with MP Dombrovsky in Kyiv earlier this year to discuss further actions needed by the Government of Ukraine for more Licenses and Production Sharing Agreements (PSA's) to be put up for transparent, public auctions in Ukraine that would be attractive to the private business sector.

OLEKSANDR DOMBROVSKYI, First Deputy Chair of the Verkhovna Rada [Parliament of Ukraine] Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety

Before beginning his political career, Oleksandr Dombrovskyi served as Scientific worker in the Scientific and Research Sector of the Department of Vinnytsia Polytechnic Institute; CEO of Vinnytsia Regional Business Center and CEO of State Enterprise “Pivdennyi Machine-Building Plant”, “PMZ – Zakhid”.

He has held a positions of Vinnytsia City Mayor; Head of the Vinnytsia Regional State Administration; People's Deputy of the Verkhovna Rada of Ukraine, 7th convocation; Member of Committee on Agricultural Policy and Land Relations. From 2014 he is People's Deputy of the Verkhovna Rada of Ukraine, 8th convocation; First Vice-chairman of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety; Advisor to the President of Ukraine.

Mr. Dombrovskyi holds the Engineer’s degree in Automatics and Computer Engineering (Vinnytsia Polytechnic Institute); Master’s degree in International monetary relations (International Relations Institute of Taras Shevchenko National University of Kyiv); PhD in Economic Sciences (Institute of World Economy and International Relations of The National Academy of Sciences of Ukraine).  He was awarded as Honored Economist of Ukraine.

MYKHAILO BNO-AIRIIAN, Deputy CEO for Communications and International Cooperation, Ukrenergo

Responsible for strategic planning, development of relations with international partners, in particular, donors, international financial institutions, foreign system operators, ENTSO-E, Energy Community Secretariat, European Commission Directorate-General for Energy, development of internal and external communications, personnel management, corporate and social responsibility, coordination of the “single window,” etc.

Mykhailo Bno-Airiian is a civil servant with diverse work experience. Before his appointment at NPC Ukrenergo, he was the Head of Department for Strategic Planning and European Integration of the Ministry of Energy and Coal Industry; he was responsible for all international relations and was the second-to-Minister official at the Ministry in terms of publicity.

During his tenure at the Ministry, Mykhailo Bno-Airiian headed the working group for development of a new draft law on the electricity market, headed the group developing the restructuring model for NJSC “Nafrogaz of Ukraine,” initiated establishment of the strategic working group for response to investor problems, and “rebooted” the international relations section.

While working in the Government in 2013-2014 as Advisor to the Vice Prime Minister, Mykhailo Bno-Airiian was responsible for healthcare sector. In particular, his active position contributed to a significant simplification of access of the seriously ill to analgesics, the implementation of European standards for drugs manufactured in or imported to Ukraine.

Mykhailo Bno-Airiian has work experience in a diplomatic sphere. As Advisor to the Foreign Minister in 2010-2013, he was responsible for economization of foreign policy. For the first time in the history of the Ministry of Foreign Affairs, he initiated the establishment and worked as the executive secretary of the Council of Exporters under the Ministry of Foreign Affairs and the Working group for cooperation between the Ministry of Foreign Affairs and the regions of Ukraine.

He prepared and participated in 10 foreign visits of the Minister of Foreign Affaits to the countries in Asia and the Middle East. Has a degree in international economics from Taras Shevchenko National University of Kyiv and МВА in oil and gas business from Moscow Institute of International Relations. Fluent in English and Arabic. Author of over 340 media publications.
