KYIV, NOVEMBER 30, 2020. EY Ukraine will provide full-scale support during the concession project and tender preparation in the marine trade port of Chоrnomorsk.

Within the framework of this project, Ministry of Infrastructure of Ukraine plans to attract over UAH 150 million investments, which will be directed to the modernization of the railway and ferry complex of the port. In particular, it is planned to build a new parking for trucks, a terminal for passengers and drivers, a service station for vehicles for sale, to repair the asphalt road, to install video surveillance system in open warehouses and to maintain the drawbridge.

Currently, this project has already been included in the Government’s 100 priority projects for the next three years.

Project’s pre-feasibility study completion is scheduled for the beginning of 2021. The concession tender is expected to be held at the end of 2021. In order to obtain information for the pre-feasibility study of the project, the agency has already prepared information requests to the Ukrainian Sea Ports Authority (USPA) and SE “Sea Commercial Port of Chornomorsk”. This information will be provided to EY consultants after signing the relevant non-disclosure agreements.

During the project the multi-disciplinary team of EY experts will be led by Mykhailo Prykhodko, Senior Manager, Strategy and Transactions Department and Bohdan Malniev, Senior Associate, Legal Department. Consultants from Strategy and Transactions Department Oleksandr Kurinny and Taisiya Datsiuk and lawyers Andriy Moskaliuk, Olena Zababurina and Kateryna Oliynyk will also be involved in the project.

Ministry of Infrastructure of Ukraine has previously involved EY as an advisor during the concessions of the ports of Olvia and Kherson, during which EY provided full-scale consulting support at all stages of concession projects, including:

►     Participation in the structuring of projects feasibility studies with financial, commercial, legal and social (labor) issues analysis;

►     Public side consulting support during the projects interest investigation among the potential investors;

►     Draft tender documentation preparation, including the instructions for bidders and concession agreements;

►     Consulting support for the public side during concession tenders’ provision;

►     Public side consulting support during the negotiations and concession agreements.signing process.

 About the Railway and Ferry Terminal of the SE “Sea Commercial Port of Chоrnomorsk”.

 The specialized railway and ferry terminal of the SE “Sea Commercial Port of Chоrnomorsk" uses berths №26, №27 and №28 of the SE "AMPU". The annual capacity of the terminal is about 4.5 million tons of freight in railway cars, 35 thousand trucks and 250 thousand cars.

The terminal is unique because it combines the possibilities of transshipment of railway cars and vehicles. This complex is one of the largest terminal of this type in the Black Sea and the only one in Ukraine.

The terminal does not specialize in transshipment of individual product groups. Its cargo flow is diversified.
